Dear Jay,
This letter serves as final certification for the above referenced address according to the
requirements of the Stormwater Utility in the Stormwater Building Permit Notice for this address
and dated 02/12/2003 and the requirements of the development agreement as they relate to flood
protection. Certifications include the items noted on the Stormwater Building Permit Notice and
are as follows:
• Grading certification
• Swale certification
• Finished floor elevation certification
• Property lot comer elevation certification
• Lowest building opening elevation certification
We have visited the site and find that all final grading is complete, functions properly and meets
the intent of the original subdivision grading and drainage design according to the Final Utility
Plans prepared by Shear Engineering Corporation for Pinnacle Townhomes P.D.P.; Shear
Engineering Corporation Project No. 1555-02-00; City of Fort Collins Director of Engineering
approval date September 4, 2002. Also in conformance with the site specific grading plan for this
site, prepared by Shear Engineering Corporation and dated June, 2003; Shear Project No: 1555-
02-00. A copy of the site specific grading plan is attached for your immediate reference.
The 100-year water surface elevation for this address is 4953.73 as shown on the attached detail
provided on Sheet 17 of 28 of the approved Final Utility Plans for Pinnacle Townhomes P.D.P.
For a full basement unit at Pinnacle Townhomes P.D.P, the minimum allowable opening
elevation for basement windows may be at the same elevation as the 100-year flood water
surface elevation according to the attached detail also provided on Sheet 17 of 28 of the
approved Final Utility Plans for Pinnacle Townhomes P.D.P. The actual lowest opening
elevation for this address is 4955.02, which is 1.29 feet above the 100-year water surface
elevation.
Attached is a copy of Sheet 17 of 28 of the approved Final Utility Plans for Pinnacle Townhomes
P.D.P. Also attached is a copy of that portion of the Grading, Drainage and Erosion Control Plan
from the approved Final Utility Plans for Pinnacle Townhomes P.D.P., of which this site is a
part. This is for. reference only. Field shots were obtained by Shear Engineering Corporation and
are noted on the site specific grading plan.
