We
have inspected the finished site improvements at the above
referenced project. Our initial site assessment indicated
inadequate volume of the detention pond. Our calculations indicate
that construction of a speed bump at both entrances would allow for
adequate detention pond storage. The height of this berm is
indicated on the as -built plans. Additionally,.swales around the
back and sides ere not built in accordance with our plan.
However, due.to the top of foundation elevations. being well above
existing grades at the swales; we feel that water will still be
diverted as originally designed.. Obviously, the owner of the
project does not want to reconstruct his landscaping in these
areas. It is our understanding that he is willing to assume
responsibility for any future flooding due to the lack of flow
around the back yards. He also is asking for a variance due to
slopes of less that two percent (2%) where the swales should have
been in lieu of constructing concrete pans as per City standards.

This letter is in regards to the 8-plex property
at 2120 Orchard Place, Ft. collins. It is a property
at my wife and I are going to continue to own, not a
property being built to sell. In fact our permanent
financing has been in place for several months now.
During the past summer we installed landscaping,
and there was never any standing water on it, even
though we had the sprinkler system going every 2 days.
We will continue to take full responsibility of the
run off of surface water and will not hold the city re-
sponsible for any such thing. As a matter of fact the
property has never had any standing water on it even
with all the rain we had in the spring.
I trust this letter will help in relieving the
city of any concern regarding the drainage of the rear
of the property and specifically the NW corner of the
