We have completed our review of the outstanding items for the "Raising Cane's" project, as noted in our
previous Partial Drainage Certification dated March 16, 2005. The project engineer conducted a site visit on July
19, 2005 to verify the following:
• Completion of the water quality pond outlet.
• Completion of the two concrete flumes conveying drainage down the west side of the water quality pond.
• Completion of the pan at the southeast comer of the site, which was an addendum to the approved plans.
Based on personal inspection, we believe the above items have been substantially completed. Based on
this, and on the information regarding all other major drainage improvements discussed in our previous
certification letter, we believe the entire site is now in substantial compliance with the design intent of the
approved construction drawings. If you require additional information or analysis regarding this project please

We have completed our review of the as -constructed major drainage improvements for the above
referenced project as it relates to the approved final construction plan design. This certification is intended to
verify compliance of the constructed major drainage improvements for the approved construction plans entitled
"Raising Cane's", dated August 2004.
Field surveys of the site were conducted by RJL Surveyors in March of 2005 and have been used to
verify general conformance to the Plans. The project engineer conducted a site visit on March 15, 2005 to verify
grading and major drainage improvements. Based on the survey data provided by RJL and personal site
inspection, we believe that all major drainage improvements have been constructed in general compliance with
the design, with the following exceptions:
The water quality pond outlet is not completed to date.
The two concrete flumes conveying drainage down the west side of the water quality pond are not
completed to date.
The pan at the southeast comer of the site, which was an addendum to the approved plans, has not been
completed to date.
The volume for the water quality pond was calculated from the topography provided by RJL Surveyors.
The design volume for this pond was 0.04 acre-feet. The as -built pond provides a water quality capture volume of
0.05 acre-feet (see attached calculations). Thus, we conclude that the water quality pond will perform adequately
with the design intent:
We will follow up with an additional letter of certification for the above items that have not been
completed to date. Apart from these items, there are minor inconsistencies throughout the site; however, the
performance of the drainage design, in my opinion, will not be hindered. Apart from the above items not yet
completed, to the best of my knowledge the major drainage improvements for the Raising Cane's site are
constructed in substantial compliance with the design intent of the approved construction drawings. If you
