I, Justin P. Fecteau, a Colorado registered professional engineer, have personally inspected the above
referenced property in the City of Fort Collins, Colorado, and verify that construction of all stormwater
facilities and grading there is complete, and that the elevations and drainage patterns shown on the
attached drawing(s) which were developed from a survey performed on September 2, 2009, accurately
and truly depict the elevations and drainage patterns as they existed on the date of the survey. Based
on this information, I certify that (check one):

To Whom It May Concern:
Discrepancies of the as -built vs. design elevations are attributed to the field change made by the
contractor lowering the top of foundation by approximately 3 feet. Based on the field survey
performed September 9, 2009 by A Engineering this does not appear to have a negative impact
regarding the site drainage
