Based on our site visit observations and the topographical information received, the overall site drainage characteristics as constructed are in substantial conformance with the approved utility plans and drainage report. The constructed improvements to the site adhere to the design intent in regards to drainage basin limit's, inlets, storm drains, and detention pond volumes as shown in the attached checklist, calculations and plans. According to the approved Final Drainage Report for Fort Collins Housing Authority Redtail Ponds, the detention Pond along with the pervious paver section in the parking areas were designed to handle the required Water Quality Capture Volume for the site. As noted in the certification checklist, the pervious paver section will be reconstructed and re -installed per the agreement with the City. Fransen and Pittman have agreed to provide a bond to ensure that this work will be completed in the amount of $90,000. The new detention Pond south of the new parking area was designed to capture the runoff from the new parking area as well as some runoff from the landscaped area on the south side of the building. The required water quality volume in the pond of 0.233 ac-ft had a design water surface elevation of 4991.50, and an as -built water surface elevation of 4990.83. The top of the water quality plate on the outlet structure was built at 4989.18, providing 0.038 ac-ft of water quality capture volume. The pervious paver section provides is 0.037 ac-ft of water quality capture volume. The pond volume provided at the as -built spillway elevation is 0.244 ac-ft. The total pond volume including water quality capture volume is 0.280 ac-ft. The emergency overflow weir as -built elevation is at 4991,13, maintaining the required one foot of freeboard. The attached Volume Verification Calculations show the design and as -built water surface elevations associated with the required detention volumes for the pond and the pervious paver section. The pond volume has exceeded the original design parameters. The total required water quality volume of 0.04 ac-ft was design through the permeable paver system (accounting for 0.01 ac-ft) and the pond (0.03 ac-ft), which had a design water quality surface elevation of 4989.58, and an as - built water quality surface elevation of 4989.18. A variance was approved with the Final Drainage Report to allow FCHA to include the WQCV within the 100-year storage volume rather than in addition to it due to significant site restraints. When bedding and a portion of the base course is replaced and the permeable pavers re -installed, the pavers will capture the required 0.01 ac-ft of water quality volume. The required detention volume is 0.233 ac-ft, which includes the design water quality volume of 0.038; minus the detention volume accounted for in the permeable paver system of 0.037 ac-ft, giving the pond a total design volume of 0.196 ac-ft. The design water surface elevation for 0.196 ac-ft was 4991.33, the as -built water surface elevation is 4990.83. The emergency overflow weir as -built elevation is at 4991.13. The 12" outlet pipe on the pond outlet structure could not be constructed to the designed 0.5% slope due to adverse conditions encountered during excavation. The as -built slope of the outlet pipe is 0.16%. The full flow capacity of a 12" pipe at 0.16% slope is 1.43 cfs. The maximum allowable release rate from the pond is 1.13 cfs. The orifice plate covering the 12" outlet pipe was designed and built with correct diameter opening to restrict flow to this historic release rate. Since the as -built outlet pipe will not constrict the outflow from the pond more than the orifice plate already does, the pipe is considered to be functional and will not adversely impact the original stormwater design. Based on the visual inspection, the paver sections within the parking areas have not shown any signs of settlement at this point. It is agreed that A&P will provide an extended warranty to take care of any issues that may arise due to sub -base layer failure. At this time, all parties involved agreed that this section should remain in place. F&P will provide a 2 year warranty on the pavers to FCHA upon completion of the bedding course replacement. This is double the existing warranty coverage. • Base Course: • The gradation of the base course appears to meet the required specifications. It is agreed that the top 2 inches of the base course will be removed, washed on -site, and reused. We may opt to supply 2" of base course in lieu of washing on site. This may be faster for re -installation. • Bedding Course and Infill: • The gradation of the bedding course and Infill does not meet the required specifications. It is agreed that the bedding and Infill will be removed and replaced with an acceptable material. Upon final completion of the pervious paver re -installation, a final certification will be completed and provided to the City. JVA has include an estimate of the cost of the paver system replacement with the this site certification and A&P will provide a surety bond 1.5x the amount of the estimate prior to the City releasing the CO.
