This letter and attached information is provided to certify that the drainage improvements
at Home State Bank at Raintree & Shields described below have been constructed in
substantial conformance with the approved plans dated September 12, 2005. All
elevation information is based on surveys completed by JR Engineering (3/15/06). A site
visit was also completed on 3/23/06. This certification includes the following
improvements:
• The building finished floor is 0.02' below the design elevation.
• Pond I is smaller than designed in width but larger in depth. The retaining walls
in the detention pond were not constructed in the correct location, but the pond is
deeper than designed at the east end. The bottom is lined with washed river rock
which will allow for some additional detention storage not accounted for.
• The top of the water quality structure was constructed at 5050.22 which is 0.30'
lower than design (5050.52) but the design water quality volume is achieved at
elevation 5050.22 because of the pond construction.
• Pond 1B is larger than designed which makes up for the deficiencies in Pond IA.
• The orifice plate is in and the orifice is as designed.
• The water quality plate is in and the openings match the design.
• The pond in the parking lot meets the design volume.
• The curbs on site appear to be in substantial conformance to the grading plan and
convey runoff to the site pond.
• The pond landscape areas have been planted per the approved plans. The area
around the bank building is in the process of being landscaped but due to recent
weather conditions, has been delayed.

In general, based on the site visit and the information provided by JR Engineering, the
runoff from the site will be conveyed to the detention pond. The building location as
constructed was not verified to meet applicable setbacks. Please call me if you have any
