Dear Jay,
We recently surveyed grading and drainage improvements associated with the construction of a new
office building and related landscape, parking lot, and detention pond improvements. The subdivision is
located at the northeast corner of Harmony Road and McMurry Avenue in southern Fort Collins. Spot
elevations and as -built contours were checked at pertinent locations and compared to the grading plan to
verify whether the grading met the intent of the approved grading and drainage plan. The enclosed
drawing shows both the grading plan and as -built spot elevations. If the as -built elevation is within 0.03
feet of design, the elevation is labeled as "ok."
In general, the lot and building construction meet the requirements of the grading and drainage plan and
there is positive drainage away from the building on all sides. The intended drainage patterns are met by
the grading on this lot, with slopes set for drainage to flow radially outward from the building. The finished
floor elevation of 4975.40 meets the design elevation. Spot elevations surveyed in the parking lot show
that the design intent was met, with water flowing overland to a concrete drain pan on the north side and
then east to the detention pond. The maximum variation from design elevations is approximately 0.3 feet,
however, positive drainage is met throughout the parking lot. The swale on the south side of the building
was constructed according to the design, but has..a shallow slope of approximately 0.8 percent.,
The detention pond has a design volume of 2,898 cubic -feet at elevation 4972.3, including water quality
and storm storage. As graded, the pond has 3,244 cubic -feet at elevation 4972.3. The detention pond
outlet appears to have been built to meet design, with a debris screen, water quality inlet (six 1/4-inch
holes with 4-inch spacing), and circular outlet orifice (approximately 12.9-inch diameter). The detention
pond outlet pipe and connecting pipe invert elevations were also surveyed. The maximum variation in
elevation is 0.2 feet. It appears that the design intent for both storm drain pipes was met.
It is noted that in a field visit on October 28, 2004, there were still a few construction items that were,
incomplete. In the southwest corner of the property (near the intersection of Harmony and McMurry), the
final grading around the sidewalk and numerous above -ground utility boxes was incomplete. The three
riprap installations (detention pond inlet, curb cut downfall, and pipe outlet) on the east side of the
development had not yet been installed.
It is my recommendation that the Certificate of Occupancy be released since the Contractor constructed
the building and graded the lot to meet design drainage patterns. If you have any questions, please call.
