Dear Mr. Barber,
This letter serves as final certification for the above referenced address according to the
requirements of the Stormwater Utility in the Stormwater Building Permit Notice for this address
dated 07/07/00. Certifications include the items noted on the Stormwater Building Permit Notice
and are as follows:
• Grading certification
• Swale certification
• Finished floor elevation certification
• Property's lot corner elevation certification
• Lowest building opening elevation certification
All final grading is complete, functions properly and generally meets the intent of the original
subdivision grading and drainage design according to the Final Utility Plans for Hearthfire
P.U.D., First Filing by Shear Engineering Corporation; Shear Project No: 1552-01-96; Director
of Engineering approval date 10/03/97.
Attached are the record field shots obtained by Shear Engineering Corporation for the site. Also
attached is a copy of that portion of the Grading,. Drainage and Erosion Control Plan from the
subdivision utility plans, of which this site is a part. This is for reference only. Shear Engineering
Corporation did not do a specific site grading design and plan for this lot. Nor was one provided
to Shear Engineering Corporation in preparation of this certification.
There is the issue of the Hearthfire P.U.D., First Filing pond overflow structure which is located
near the northwest corner of this lot. The issue was discussed in our subdivision certification
statement dated April 25, 2000, That correspondence is attached to this lot certification for
reference. Page 2 of that correspondence states:
The second change is related to the overflow system from the main pond to Richards Lake. The
overflow box location was staked in the incorrect. location. The location of the box resulted in the
encroachment on Lot 47 of underground pipe. The location of the overflow box was noted fairly
immediately after installation. As builts of the system were provided by Mr. Paul Meyer. Mr.
Meyer provided the construction staking for Hearthfire P. U.D., First Filing. As-builts were
prepared in order to define the actual Lot 47 encroachments. Easements were prepared. There
are several pieces of documentation associated with this issue. These are attached for immediate
reference. Apparently, the easement was not recorded immediately. The easement has been
recently provided to the Countyfor recording.

The field shots obtained by us, do not match the subdivision design grades at the rear of Lot 47
as noted, due to the misalignment of the pond outfall storm sewer and the relocation of the pond
overflow structure.
All other grades, protection elevations, etc. comply with the approved subdivision grading plan.

Dear Jay,
This letter is written with respect to the storm sewer overflow system and associated easement
for Lot 47, Hearthfire P.U.D., First Filing. Our certification' statement dated April 25, 2000
provided discussion concerning the storm sewer outfall adjacent to Lot 47. Generally, that
discussion is reiterated here.
The overflow box location was staked in the incorrect location. The location of the box
resulted in the encroachment on Lot 47 of underground pipe. The location of the overflow
box was noted fairly immediately after installation. As builts of the system were provided by
Mr. Paul Meyer. Mr. Meyer provided the construction staking for Hearthfire P. U.D., First
Filing. As-builts were prepared in order to define the actual Lot 47 encroachments.
Easements were prepared. There are several pieces of documentation associated with this
issue. These are attached for immediate reference. Apparently, the easement was not
recorded immediately. The easement has been recently provided to the County for recording.
Our interpretation of the relationship of the easement line to the edge of the easternmost 30
diameter storm sewer overflow pipe is that the easement line is 5' from the edge of the pipe. Of
course, we would expect verification of the actual existing pipe location for any proposed
encroachments into the easement.
Attached is a copy of the print which was provided with the subdivision as-builts and
certification. The storm sewer outfall and easement are correctly represented and are based on
actual surveyed as -built data and the easement description provided by Paul Meyer.

Dear Jay,
This letter serves as final certification for the entire Hearthfire P.U.D., First Filing. Shear
Engineering Corporation has been involved during the entire construction process and has made
several observations during construction. Field changes that Shear Engineering Corporation has
been made aware of, have been documented by Shear Engineering Corporation and will be
addressed with this certification.
Shear Engineering Corporation has also coordinated all field as -built data requirements. As-
builts and elevation shots were provided by Timberline Surveying, Inc. of Littleton, Colorado.
All elevations are based on the same datum utilized with the Final Utility Plans for Hearthfire
P.U.D., First Filing which were prepared by Shear Engineering Corporation; Shear Project No.
1552-01-96; Date of approval by the Director of Engineering; 10/03/97. Please note that the
subdivision datum does not match City of Fort Collins datum. The original survey was provided
by Merrick & Company of Denver, Colorado. The datum difference is 3.38. Please refer to
attached memo prepared by Shear Engineering Corporation dated 10/12/99. This memo was
prepared for Hearthfire P.U.D., Second Filing. However, it specifically addresses the datum
issue. The following statement is in the attached memo:
• 3.38' must be added to City datum in order to match the current Hearthfire P.U.D. datum.
Therefore, 3.38' must be added to all current County Road 13 plan data which was based on
City datum. These revisions will be made now.
All sitework improvements have been completed. All finished grading has been substantially
completed in accordance with the original approved MASTER GRADING PLAN. All
drainage facilities have been installed and are functioning appropriately and generally meet the
intent of the original drainage design for Hearthfire P.U.D., First Filing in accordance with the
original approved MASTER DRAINAGE AND EROSION. CONTROL PLAN.
There are two (2) significant field changes which have been made. These changes do not affect
the intent of the original, drainage design for Hearthfire P.U.D., First Filing in any way. They
simply represent facility location changes which differ than those represented on the approved
plans.
The first change is related to the Overflow system located near the intersection of Hearthfire
Way (The entrance to Hearthfire P.U.D. from Douglas Road) and Hearthfire Drive. Re-
alignment of facilities were provided during construction in order to salvage existing trees. The
l actual alignment of the finished system is noted on Sheet 18A of 48 which is attached for
immediate reference.
