Dear Mr. Daley,
JR Engineering, LLC (JR) has finished compiling As -Built information and documentation for the
EPIC Natatorium and Ice Arena, which included: performing research on the project stemming
from 2002, completing a detailed topographic and observational grading and drainage survey,
processing captured survey data, revising the most current improvement sheet drawings
obtainable and preparing the City of Fort Collins' Interim Drainage Certification Form &
Checklist. The Checklist and As -Built plans for the approved overall grading, storm sewers and
water quality structure are attached herewith; along with the original pond volume certification
information.
Upon investigation of past circumstances surrounding grading revisions and previous as -built
efforts on this site, we found that there were two proposed grading revisions that followed the
approved First Amendment to the project (Delta 1). The first re -grading revision (Delta 2)
involved the changing of pond grades and was approved on September 12, 2002. Subsequent
to the pond being constructed, JR completed an As -Built survey of the re -graded pond and a
pond certification in March, 2003 (attached), but as -built information was not provided at that
time for the water quality structure, storm pipes or area grading of the parking and surrounding
landscaped areas. In September 2005, there was a second proposed re -grading revision (Delta
3) that involved re -grading of the parking area, which has subsequently been built, but without
an as -built document either.
With our most recent effort this September, JR completed a total project as -built survey of the
site to satisfy the City of Fort Collins' As -Built requirements & Interim Certification Form. Using
our gathered survey information and research of project history, we've completed As -built
plans and forms (attached) showing. the approved and constructed grading revisions, storm
sewer inverts, and water quality structure data in red; as well as re -verifying the pond volume

that they have inspected the site and to the best of their knowledge the as -built conditions of
the drainage facilities are as described in the above form and in the As -Built plans enclosed.
Failure to properly disclose all known information could result in the rejection of this
certification and prevent the release of any and all Stormwater Utility permit holds on Building
Permits and/or Certificates of Occupancy within this development.

This letter certifies that the water quality pond for the Fort Collins Natatorium and Ice Arena
P.U.D. Minor Amendment #1 is in general conformance to the approved drainage and grading
plan. JR Engineering surveyed the top, bottom, and outlet structure of the pond on February 27,
2003. This survey indicates that the record water quality pond has adequate volume.
With this letter you will find record contour drawings and stage -storage calculations for the
water quality pond. Also attached is an excerpt that contains the required water quality capture
volumes (WQCV), obtained from the "Drainage and Erosion Control Study Addendum to Fort
Collins Natatorium and Ice Arena P.U.D." (JR Engineering, 2002). Note that the elevations as
depicted herein may change subsequent to the date of the surveys due to natural and/or artificial
actions.
At the time of survey, the parking lot directly south of the water quality pond had not been
constructed. At the time this parking lot is constructed, any areas of the water quality pond
affected by construction will be resurveyed to ensure general conformance to the approved
drainage and grading plan, and a recertification letter will be issued to you.
