Per our previous drainage certification letter to you dated December 12, 2006, the two outstanding items were as follows: I A fence has been constructed along the north and east perimeter of Pond I which prevents flow from passing freely through the emergency overflow area. 2. The inlet box that allows overflow into the triple culvert under Ziegler has been obstructed by landscaping. Per our on site meeting with yourself and Glen Schleuter, December 11, 2006, we agreed that the developer was to raise approximately 80 linear feet of the fence along the north perimeter of the pond 12-inches or greater. This would allow 240 cfs to pass under the fence (73 cfs is conveyed by the inlet box/triple culvert). Additionally, the flow path to the inlet box was to be cleared to allow inflow to the box. This would be done by lowering landscaping to an elevation at or below the rim of the inlet box. Based on a site visit by myself on April 4, 2007, the fence has been raised a minimum 12-inches, with a - swinging hinged section, for a length of roughly 104 linear feet along the northeast perimeter, satisfying item number 1. A path has been cleared in the landscaping mentioned in item number 2 to allow inflow to the inlet box, satisfying item number 2. This certification is intended to verify compliance of the constructed major drainage improvements for the approved construction plans entitled "Homestead Second Filing PD and PLD", dated May 2003. Field surveys of the site were conducted by Northern Engineering in September and October of 2004 and have been used to verify general conformance to the Plans. The project engineer conducted site visits on October 1, 2004 and February 27, 2006 to verify grading and major drainage improvements. Based on the survey data provided by Northern Engineering and personal site inspection, we believe that all major drainage improvements have been constructed in general compliance with the design, with the following exceptions: A fence has been constructed along the north and east perimeter of Pond 1 which prevents flow from passing freely through the emergency oyerflow area. The inlet box and downstream triple culvert has capacity for in excess of 73 cfs (see attached calculations). The developer has committed to having the above two items addressed by March 1, 2007. The volumes for Water Quality/Detention Ponds 1 and 2 were calculated from the topography provided by Northern Engineering. The design volume for Pond 1 was 1.70 acre-feet and achieved at a water surface elevation of 4916.60. The as -built pond achieves the required 1.70 acre-feet of storage at water surface elevation 4916.76. Thus, we conclude that Water Quality/Detention Pond 1 will perform adequately with the design intent. The design volume for Pond 2 was 0.47 acre-feet and achieved at a water surface elevation of 4921.40. The as - built pond achieves the required 0.47 acre-feet of storage at water surface elevation 4921.67. Thus, we conclude that Water Quality/Detention Pond 2 will perform adequately with the design intent. Please see the attached as - built information for Ponds 1 and 2, and the redlined grading plan with as -built spot elevations. There are minor inconsistencies throughout the site; however, the performance of the drainage design, in my opinion, will not be hindered. To the best of my knowledge the major drainage improvements for Homestead Second Filing PD and PLD, apart from the above two items, are constructed in substantial compliance with the . design intent of the approved construction drawings.
