Based on surveys provided by King Surveyors Inc. in October and November, 2008, and site visits by Interwest staff; the project drains in substantial conformance with the approved plans and drainage report. The swales, storm pipes, culverts, and outlet structures have been checked and have been built in substantial conformance with the approved plans. The volume of Pond C is in substantial conformance with the approved plans as are both Pond B and Pond C spillways. The contractor has stated that all riprap was installed per plan and buried. The attached record drawings show the as -built information for the project. As was discussed during the original design, each lot will be required to prepare a grading plan at time of building permit. The record spot elevations shown on the record grading plans will be used as the base map for each home's building permit. With each grading plan for building permit, modifications to the finished floor elevations and minimum opening may be made (based on actual conditions). All drainage patterns will remain as originally approved. Minor, lot line swales will be incorporated into the grading of the individual homes. The trash racks on the two ponds were constructed per the details on the approved plans. This detail was taken from Denver's Urban Drainage Standards and has larger openings than the City of Fort Collins detail. Both of these ponds have been constructed to the correct volume and both spillways were constricted per plan. In the event that there is clogging of the outlet structure, we anticipate that the spillways would function as designed. From a safety standpoint (protecting the inlet from unwanted entry), the distance between the bars is the same width as on any Type R inlet (which can be encountered throughout town on streets and in parking lots). The grates are not intended to be walked on or driven over. We do not feel that reconstructing the trash racks is necessary since the ponds and spillways constructed per plan. We also want to note that modifying the trash racks to the City's standard would not totally remove the chance of the outlet structure clogging. Please call if you have any questions. It is my understanding that with the submittal of this letter, the site will be considered compete from a drainage standpoint and that building permit applications can be submitted.
