The concrete pan, the curb inlet, the area inlet and the storm drain pipes have all been completed. The grading of the rear yards of Lots 17 thru 26 have been completed to the future elevation of the detention pond. The developer has constructed a timber retaining wall along the South property line to reduce the slope of the rear yards. The existing temporary detention pond was enlarged and the berm along the east side of the pond was completed. All of the disturbed area of the pond has been reseeded. The red lined "As Built" elevations are shown and all of the drainage facilities have been completed in substantial compliance with the approved grading and drainage plans dated February 14, 1996. After recieving your certification, I reviewed the certification and visited the site. I feel there are several outstanding issues related to the drainage facilities of the development. These issues need to be addressed and recertified before the Stormwater Utility can release any building permits. I offer the following list of items that need attention. 1. As -built cross -sections are needed for the northern and eastern swales. Verify cross - sections with section A -A and section C-C of the approved plans. The concrete pans are currently covered with soil in several locations. The cross-section and flowline of the swale must be maintained for the entire length of the swale. The transition at the intersection of these two swales is also a concern. 2. As -built spot elevations and volume calculations are needed for the enlargement of the existing pond. 3. There is a 2-3 foot vertical drop along the east property line. This area needs to be stabilized with regrading or a retaining wall. Also, a low area exists just to the east of the, area inlet. This area needs to be able to drain to the area inlet. 4. The approved plans show 30 sq. ft. of 12" rip -rap with 12 inches of bedding at the storm sewer outlet. Certify that the rip -rap was installed according to the approved plan. 5. The approved plan shows a retaining wall at the southeast corner along the east property line. The retaining wall was not installed. Discuss the conditions by which the retaining wall was eliminated.
