This is regarding the certification of the drainage facilities for(Hampshi[e_P_ond_East
P.U.D. As you remember, we submitted "As -Built' plans dated December 19, 1996. You had
some concerns regarding the "As -Built' facilities, and they were noted in your letter dated
December 26, 1996. This is to respond to your concerns.
1. We have enclosed "As -Built" cross -sections of the rear yard swales along the north and
east lines of Lots 1 through 16. The concrete pans have been cleaned. The concrete pan has
been constructed as designed to cant' the low flow. The swale at the northeast comer of Lot
13 has been graded to help turn the larger flows.
2. The red -lined "As -Built" survey dated December 19, 1996, shows the spot elevations of
the "As-Buift" enlargement. The volume calculations have been added at this time. The
volume of the "As -Built' pond which is the temporary storage for both Hampshire Pond and
Hampshire Pond East is 1.55 acre feet to the high water line elevation of 5078.00. The
required volume for Hampshire Pond is 0.70 acre feet as shown on Sheet 17 of 19 of the utility
plans by Northern Engineering Services dated February 1994. The required volume for
Hampshire Pond East is 0.62 acre feet based on using the same outlet pipe constructed by
Storck Development. Therefore, the total volume required is 1.32 acre feet, and the "As -Built'
volume is 1.55 acre feet to elevation 5078.00. The required volume would have a water
surface elevation of 5077.7 which would provide freeboard of 0.3 feet. The lowest floor in
Hampshire Pond East is 5084.5 and in Hampshire Pond is 5089.0; therefore, the 0.3 feet
freeboard in relation to buildings is not a concern. The existing "As -Built" pond does not have
a constructed spillway, so the pond could spill into Spring Creek along the easterly boundary of
the pond.
3. A timber ,retaining wall has been built along the east property line adjacent to the area
inlet. The area inlet is constructed according to the utility plans. The driveway north of Lots 17
through 19 has not been graded, and some material will be taken out to meet the finish
grades. The sanitary sewer manhole rim will be raised 0.43 feet for finish grade. All of the
surface area will drain to the area inlet.

4. A 5-foot by 6-foot riprap area has been installed at the storm sewer outlet using 8" to 12"
riprap.
5. Bret Larimer said that Linc Mueller told him not to construct the retaining wall at the
southeast comer of the site and that the City would regrade that slope when the City
completes the pond. He felt the wall could cause problems with demolition and with grading
the final pond.
