The site is located in the southwest corner of the Harmony Market PUD, at the intersection of Boardwalk Drive and Oakridge Drive in southeast Fort Collins. Spot elevations, as - built contours and storm drain profiles were checked at pertinent locations and compared to the design plans to verify compliance with the approved grading and drainage plan. The enclosed drawings show both the design and as -built elevations. In general, the lot and building construction meet the requirements of the grading and drainage plan and there is positive drainage away from the building on all sides. The finished floor elevation of 4996.50 meets the design elevation. The intended drainage patterns are met by the grading on this lot, with slopes set for drainage to flow radially outward from the building, and the parking lot graded to drain to three new inlets. Spot elevations surveyed in the parking lot show that the design intent was met, with a maximum variation from design elevations of approximately 0.3 feet. Positive drainage is met throughout the parking lot. The storm drain was built with a maximum variation from design of 0.12 feet. The outlet elevation is different by nearly 0.5 feet, but it is evident that the design elevation was not correct (since it would result in an adverse slope for the downstream -most pipe segment). During construction, it was found that the outlet invert elevation is below the pre -project ground elevation. Rather than regrading the detention pond, which has a wetland bottom, a concrete box structure was designed during construction. Low flows are conveyed in a 6-inch plastic pipe to the east side of the pond. High flows Will spill over a concrete weir that has riprap on the downstream end. It is evident that this structure will not impact the operation of the pipe during the 100-year event, since the tailwater elevation will be controlled by detention pond outlet structure It is my recommendation that the Certificate of Occupancy be released since the Contractor constructed the building, surface grading and storm drain to meet design drainage patterns.
