Meldrum Fort Collins, Colorado 80521 970/482-5922 December 12, 1996 Mr. Basil Hamdan City of Fort Collins Utility Services, Stormwater 235 Matthews Street Fort Collins, CO 80522 STORMWATER RECEIVED DEC 13 1996 RE: Harmony Market P.U.D.; Twelfth Filing Drainage Certification for Certificate of Occupancy Dear Basil: We are hereby completing a drainage certification for Harmony Market P.U.D., Twelfth Filing. The intent of this letter is to verify the existence and quality of drainage utilities serving the twelfth Filing. Bogaard Construction is seeking a certificate of occupancy for the building that has been constructed at this location. This issue has prompted the need for this certification. The attached drawing will serve as the record document of existing elevations and information surveyed on December 11, 1996. The following items are in compliance with the Utility Plans: 1. The building has been constructed to an FF elevation acceptable to facilitate drainage away from the floor slab. The floor slab for the building was built.at the elevation shown in red on the attached drawing ( Proposed FF=5002.9; Existing FF=5002.9). Regarding the landscaping and concrete around the building, field investigation indicates positive slopes out to the parking lots and positive slopes into the backside drain. 2. The parking lot obviously drains to the south, based on a field investigation of the existing condition. 3. The metal sidewalk culverts and curb openings have been constructed to the size and location of those indicated on the plans. As opposed to using galvanized metal plates to cover the culverts next to the building, the contractor used an open grate cover. Denver303/458-5526 The. following item appears to be in compliance with the Utility Plans but not constructed as indicated: 01. Section A-3: As mentioned above, there is a drain on the north side of the building, or the backside of the building. The proposed design indicates a trickle pan to be constructed there to drain a Q100 of 1.2 cfs from the area directly next to the building. This area has the potential to flood because it is bound to the north by a retaining wall and to the south by the building. During construction, the architect and contractor wished to remove the trickle pan from being up against the building and have the proposed sidewalk moved there instead. Since a drainage feature was still necessary, a subdrain was chosen instead. The cross-section of this subdrain has been indicated on the redlined plan, and a brief analysis has been included to indicate the performance capability of the new subdrain. This subdrain, along with its accompanying cobble Swale can pass the necessary flow. The 4" perforated PVC pipe can pass approximately 0.16 cfs (nuisance flows) and the cobble swale which covers the pipe can pass approximately 1.04 cfs at 0.49' deep. This certification is signed and stamped. By signing this letter I attest that, to the best of my knowledge, the record document conditions of the drainage facilities are described above and on the redlined plans attached. Failure to properly disclose all known information could result in rejection of this certification and prevent the release of any Stormwater Utility holds on Building Permits and /or Certificates of Occupancy.
