This drainage certification generally covers the ponds, swales, stormdrain pipes, inlets, cross pans, culverts, curb cuts, grading of the site and, after construction, the cleanup of the site. The _attached drawings and exhibits will serve as the record documentation of existing elevations and information surveyed. Sear Brown's survey crew visited the site several times, most recently on July 7, 1999 and confirmed the elevations redlined on the attached drawing. Overall, the elevations observed were near or at the design elevations and within the construction tolerances. At the time of this certification, the site is in compliance with the construction plans with the exception of the berm located at the northwest corner of the site. It has not been seeded at this time. The berm is to be seeded within the next two weeks after the installation of the irrigation facilities. With this phase of the project, Technology Parkway will not be constructed and Harmony Road will not be expanded. For that reason, the swale adjacent to Harmony Road and the swale south of Technology Parkway are not required at this time. When these areas are developed, the swales will be inspected for conformance with the plans. To accommodate the owner, who requested to cut construction costs, the trickle pan in the Harmony House parking lot was not constructed. While this could cause the asphalt to deteriorate prematurely, it will not affect drainage. NEW YORK•PENNSYLVANIA COLORADO • UTAH • WYOMING STANDARDS IN EXCELLENCE EQUAL OPPORTUNITY EMPLOYER SEAR -BROWN The storm sewer was constructed so that there is a negative slope in part of the system. A UDSewer analysis shows that this negat ive slope still allows the system to function properly. This certification is signed and stamped. By signing this letter, I attest that to the best of my knowledge, the as -built conditions of the site are as shown on the attached redlined photocopy. Failure to properly disclose all known information could result in the rejection of this certification and prevent the release of any storm water utility holds on the Building Permit or Certificates of Occupancy. Thank you for your -time and consideration of this submittal. Sincerely Yours, The Sear Brown Group James T. We understand, based on last week's on -site inspection with DPR Construction and Sear Brown, that a few minor punch list items remain to be completed. We, as a company, accept the responsibility to operate and maintain the storm drainage system as constructed. We will also guarantee that the minor punch list items will be completed to the City of Fort Collins' satisfaction when we apply for our final Certificate of Occupancy on July 23, 1999. We appreciate your consideration in not requiring another Letter of Credit (LC) for the small dollar amount of remaining work. If we do not perform, we would expect the Storm Water Utility to withhold final Certificate of Occupancy approval. It is understood that both orifice plates will be installed by April 2, 1999 and the other nonconformance items, which are listed below, will be complete by April 30, 1999. The Drainage Certification for the site will be submitted before May 7, 1999. • The orifice plates in the detention pond outlet pipes shall be installed by April 2, 1999 • Although not stated on the plans but discussed in the meeting, the outlet flared end section from detention pond A shall have riprap in order to prevent erosion • Detention Pond A shall be sodded • The perimeter of Detention Pond A shall be raised to the design grade of 4915 feet • Pond A shall be completely cleaned of debris • Grades around the retention pond shall be raised to the design grade of 4916 feet. • The retention pond emergency overflow weir shall be regraded to have a spillway elevation of. 4915.50 feet with a spillway width of 20 feet. • The swale south of the site shall be regraded to conform to Cross Section B on the construction plans • The invert elevation of the flared end section of the Pond B outlet pipe shall be raised to 4914.7 feet in order to provide a positive slope into the 24" concrete pipe. • The grading around Detention Pond B shall be complete, including the spillway at the northeast corner of the pond • Detention Pond B shall be sodded • The drainage path to Detention Pond B from the large curb cut in the northeast lot shall be completed, including the erosion control fabric To maintain a positive slope away from the building on the north side, an area inlet is required in the landscaped area between the building and the back of curb. A 12" RCP shall be installed to convey the flows from the proposed inlet into the existing Manhole #5. The 15" RCP pipe between Manhole #5 and the 15' Curb Inlet #2 shall be replaced with a 29" x 45" HERCP, as shown on the plans NEW YORK • PENNSYLVANIA COLORADO•UTAH•WYOMING STANDARDS IN EXCELLENCE EQUAL OPPORTUNITY EMPLOYER • Adjust slopes along the bank south of the Harmony House 'so that they do not exceed 3:1 • Straw bales shall be placed around the area inlet located adjacent to Harmony Road and west of the Harmony House Thank -you for your time and ,DO REC/ Sincer y, PLLN9 vuA-M,P24336 ?srs-r Project Manager ' '\%Oft. ... ... cc: Robert Macpherson, Young & Wright /ONA%. As a result, all berming and seeding will be complete on July 16, 1999. For your and the City's information, we are sending in an inactivation form for the storm - water construction permit effective June 30, 1999. 10. Need irrigation system inspection by Water Dpt. Berming and seeding will not be complete in all areas until July 16, 1999. 2. Landscaping, Irrigation and County Road #9 for $585,444. Landscaping and Irrigation: consistent rains and work stoppage at the northwest comer of the site will postpone completion of all work to July 16, 1999. As of June 30, 1999, work will be 90% complete. We suggest that the City inspection take place on June 30, 1999. Tree/shrub counts can be verified on June 30, 1999, but a few may be unplanted. County Road #9: The City requested that no work take place on CR #9 until the Access permit was released. This was achieved on June 18, 1999. We require until July 23, 1999 to complete the curb repairs, transition to Harmony Road, milling, second lift and striping. The curb repairs on the escrow letter may be complete as of June 30, 1999. We respectfully request that no additional or amended letters of escrow be required past June 30, 1999 as the value of the work remaining past that date will be very minimal.
