Haws a Colorado registered professional engineer, verify that the above referenced property in the City of Fort Collins, Colorado, has been inspected by me or an appropriately qualified professional under my direct supervision, and verify that construction of all stormwater facilities and grading is complete, and that the elevations and drainage patterns shown on the attached drawing(s) which were developed from a survey performed on (Date): April 10, 2014 accurately and truly depict the elevations and drainage patterns as they existed on the date of the survey. Based on this information, I certify that (check one): ❑ The elevations and drainage patterns of the lot/site are in substantial conformance with the City approved drainage and grading plan for the property (information attached). SEE NOTE. l( The elevations and drainage patterns of the lot/site as measured are in general conformance with the City. approved drainage plan with exceptions (information. attached). In my professional judgment the elevations and grading of the lot/site as constructed are functionally adequate and equivalent to the specifically approved drainage plan, and will affect stormwater drainage on and off the lot/site in a manner consistent with the approved drainage plan. SEE NOTE. By: 17TACHED MEMO. 301 N. Howes St., Suite 100 180521 (address of signing party) NOTE: A COMPLETE certification must be submitted at least two weeks prior to a request for a Certificate of Occupancy for the lot/site, including but not limited to drawings of the lot/site showing the approved design and as -built surveyed elevations of all structures, drainage and grading features (e.g. swales, retaining walls, lot corners), written information/explanation of discrepancies, and other information necessary to confirm the above certification to: Fort Collins Utilities (970) 221-6700 700 Wood Street Fort Collins, CO 80521 At Least Two Weeks Prior To Requesting A Certificate Of Occupancy F\ r The Property Rev. 2009 NORTHERN ENGINEERING Supplemental Memorandum to Certification of Lot Grading Date: April 15, 2014 Project: Fossil Lake 4`h Filing, 1" Replat Lot 2, Block 1 5851 Dripping Rock Lane, Bldg. B2 Fort Collins, Colorado Attn: Mr. Glen Schlueter City of Fort Collins — Stormwater Utility 700 Wood Street Fort Collins, Colorado 80521 Dear Glen: Permit No. B1302852 This memorandum serves to supplement the Certification of Lot Grading for the above referenced multi -family residential structure. Specifically, it is intended to document the items that deviate from the approved Final Utility Plans for Fossil Lake P.D.P., Fourth Filing, First Replat dated 10/18/07 by NorthStar Design (Proj. No. 296-01). The following items differ from said plans. 1. The finished floor elevation (FFE) is roughly 43/4" lower than the 21.25 elevation on the approved Grading Plan. 2. Window well thresholds range from 6" to 10" lower than the approved finished grade (FG) elevation of 20.75. 3. Garage thresholds range from 0" to 2" below the approved FG elevation. 4. The sidewalk culverts were constructed with an alternative detail rather than that which was approved on the Details sheet. While the items above are not explicitly per the approved plans, the overall drainage patterns with respect to basin boundaries and downstream facilities remains unaffected. Developed runoff from this lot still reaches the stormwater detention pond via a combination of overland flow and pipes. Over 6" of freeboard exists from the constructed FFE to the high point elevation of 20.3 on the approved Grading Plan. More than 12" of freeboard exists from the FFE to the adjacent gutter pans. Emergency overflow is directed east towards the stormwater pond, which has a spillway elevation nearly 7' lower than the FFE of Bldg B2. Please feel free to contact me if you have any questions.
