With this letter, Ranch Builders Corporation is submitting a partial site drainage
certification survey for you review. The survey is submitted according to our last meeting in which
we stated that only the first lift of asphalt will be installed, and that there are other items of work to
finish before the certification process is complete.
It was also discussed that if this initial survey meets with the departments approval, the
remaining building permits will be released(#13426), but all site drainage items must be
completed before certificates of occupancy(presumably later buildings) will be granted.
The following is a list of items to be completed for site drainage:
1. Install concrete trickle pan at roadways.
2. Final asphalt surface.
3. Final grading a perimeter of detention area.
4. Erosion control fabric at detention overflows.
All efforts will be made to complete the previous list as soon as possible, weather and
ground temperatures permitting. Individual building grades and drainage will be certified as the
buildings are completed.

Dear Mr. Harridan,
On November 22"d, 1999 a survey crew from The Sear -Brown Group visited the above referenced
site and surveyed the pan grading and measured elevations as red lined on the enclosed photocopy
of the site. Please note that field notes are not included as they were recorded on a similar
photocopy. The measured site elevations are similar to the design elevations and meet the intent of
the site grading design.
This certification is signed and stamped and by signing this letter I attest that to the best of my
knowledge the conditions of the site are as shown on the attached red lined photocopy. Failure to
properly disclose all known information could result in the rejection of this certification and prevent
the release of any Stormwater Utility holds on the Building Permit or Certificates of Occupancy.

Dear Mr. Barber,
This certification letter is to serve as final certification for Pond 412 in the Four Seasons Condominiums
project. An earlier certification, dated March 6, 2002, was sent to you to re -certify the pond volume
following significant changes to the pond grading. In that certification, the overflow spillway had not yet
been modified, and therefore, a complete certification was not granted. The weir improvements proposed
with the March 6 letter have now been completed and the weir elevation has been raised by approximately
81 inches. A copy -of the previous certification letter with supporting documentation has been included with
this certification for your convenience.
Additionally, it should be'noted that the City has previously expressed concern regarding frequent nuisance
flows from the Pond outlet pipe between storm events. This may have been due to a combination of
excessive irrigation of the landscaping, and a gap between the orifice plate and the outlet headwall. On
December 3.2001, standing water at the outlet and flow into the adjacent street was observed. The ground
in and around the pond (including the top of berm) was saturated (there had been recent snow that was
now melted). In'the following week, the gap between the orifice plate and the headwall was eliminated. In
subsequent site visits, one in mid -December, one in mid -January and three in May, 2002, no standing
water was observed in the bottom of the pond, nor was any water flowing out of the pond and into the
adjacent street. A conversation with City Stormwater indicated that no citizen complaints regarding
nuisance flows from this pond had been received during the winter'and spring of 2002.
This certification is signed and stamped and by signing.this:letter I attest that, to the best of my knowledge,
the as -built conditions of the site are as shown on the. attached drawing (copies of previously submitted
documentation). Based on general agreement between the design intent and the current site conditions, we
recommend release of held escrows, certificates and/or permits.

On January 17, 2002, a Sear -Brown survey crew visited the above -referenced site, surveyed the
pond grading and measured elevations as shown on the enclosed drawing. The pond volume re-
certification is required because the bottom elevation of the pond has been modified. The
measured pond volume is sufficient to meet the required volume of 2.1 acre-feet, although
freeboard has been reduced to approximately 0.75 feet and the volume requirement is met at an
elevation that is above the existing spillway elevation. Therefore, the overflow spillway must be
modified as shown on the attached detail in order for the certification requirements to be met.
(Recent conversation with Dan Garcia of Ranch Communities indicate that this work is
imminent.) The reduced freeboard is present only on the east and south sides of the pond and as
these sides face Wabash and Century Drive, freeboard breaches would spill to these streets. The
west -side berm provides sufficient freeboard as does the north side. The curb cut located at the
north-east comer of the pond is at an elevation just below the 100-year ponding elevation and the
pond will encroach slightly into the parking area during the 100-year storm event. This
encroachment is not expected to be significant or to impact any of the adjacent structures as the
curb cut elevation is 74.86 and the 100-year ponding elevation is 75.0.
This. certification is signed and stamped and by signing this letter I attest that, to the best of my
knowledge, the as -built conditions of the site are as shown on the attached drawing.
