Dear Basil:
We have completed our review of the as -built drainage and grading at the above referenced
project. This will complete the certification of all drainage improvements for this project, which
has been divided into Phases I and II (see enclosed Grading Plan for phase line). This certification
is intended to verify compliance with the approved plans entitled "Utility Plans for Four Season
Ninth Filing" (Plans).
Field surveys were conducted by the project engineer on May 6, 1997, June 5, 1997 and July 3,
1998, for use in the evaluation of the overall drainage pattern of the site. There are no storm
sewers, inlets or drainage swales associated with the project therefore, grading high points, gutter
flowlines and overland slopes out to adjacent streets and drives were verified.
We have addressed the three concerns stated in your last correspondence dated July 9, 1997 as
follows:
With regard to Item No.1, additional field information was obtained on March 15, 1999 to verify
the grades along the Private Street. Based on this field information, the cross slope of the
driveway equals or exceeds the minimum 2.0% grade specified on the approved "Private Street
Plan and Profile" sheet.
With regard to Item No.2 specified in your letter, we have obtained additional field survey
information of the finished grades adjacent to the lots in question (see Grading Plan for spot
elevations). Based on our survey information, we believe the grades are adequate to provide
positive drainage, with overall slopes ranging from 1.76% to 1.92%,-and are in general
conformance with the approved Drainage Plan.
With regard to Item No.3 specified in your letter, we believe the ponding which was observed in
the Private Drive adjacent to Lot 34 is probably due to the fact that the second lift of asphalt has
not yet been placed, which causes ponding at the lip of the gutter. This will be remedied by

Enclosed are two plans, the Private Street Plan and Profile and, the Grading Plan, which contain
all field survey information. Overall, the finished lot grades are very near those specified on the
Grading Plan. Overland slopes at various location on the site were also verified in the field and
are deemed adequate.
To the best of my knowledge, belief, and opinion, the finished lot grading is in substantial
compliance with the design intent of the approved drainage report and construction drawings.
The Private Street cross -slope and gutter flowline is also in substantial compliance with the design
intent of the approved Plans. If you require additional information or analysis regarding this
