RE: Drainage Certification for Lot 11, Block 8, Fossil Lake P.U.D., Second Filing, City of Fort
Collins, County of Larimer, State of Colorado (aka 3502 Muskrat Creek Drive).
Dear Sirs:
On January 26, 2006, we observed the site at 3502 Muskrat Creek Drive. The site had been final
graded. In addition to our observation, Absolute Surveying obtained spot elevations at numerous
spots throughout the site. Please refer to the attached elevation sheet.
Based on our observation and the attached surveyed information, the site appeared to drain away
from the building. The eastern side of the lot drains easterly to a drainage swale between this lot
and the adjacent lot (Lot 10) which runs southerly to Muskrat Creek Drive. But there is a flat
area along the eastern property boundary near the back patio, which may allow water to drain to
the north side of the site instead of south. There is a fence along the eastern property boundary
that would hinder possibly re -grading. The southern side of the lot drains southerly to Muskrat
Creek Drive. The area north of the building (the back yard) does appear to have a high point
located near the northeast corner instead of the middle of the backyard (see attached copy of
grading plan of this lot). With a different the high point, more of the water will drain to the
western side of lot. It should be noted that the adjacent lot to the north is under construction
(vacant lot). The western side of the lot drains westerly. The grading plan shows a swale located
west of lot 11 that does not appear to be constructed because the adjacent lot to the west is under
construction (vacant lot). It is not clear if the grading around the northern and western
boundaries will be per the approved construction drawings and how they will ultimately affect
this site.
The top of foundation elevation given by Absolute Surveying is 100.2 feet, which is
approximately 0.3 feet lower than the design elevation (100.5 feet). Based on the southeast
property corner, all lot corners are within 0.2 feet of design elevation, assuming the southeast
property corner has a design elevation of 96.8 feet and assuming the northeast and northwest
surveyed spot elevations are similar to the designed property corners.
The site does not appears to conform to the Grading and Erosion Control Plan — Sheet 8 of 58 —
of Fossil Lake P.U.D., Second Filing — prepared by Northern Engineering Services, Inc., dated
4/30/01 because of the change in the high point and flat area along the eastern property
boundary. The site generally appears to conform to the Drainage Plan — Sheet 14 of 58 —of

Our certifications were based on our observation on the date noted above. The geotechnical
report was not provided to us for this site. We therefore cannot determine if the site has been
