RE: Drainage Certification for Lot 49, Block 10, Fossil Lake P.U.D., First Filing, City of Fort
Collins, County of Larimer, State of Colorado (aka 3270 Rock Park Drive).
Dear Sirs:
On August 23, 2004, we observed the site located on at 3270 Rock Park Drive. The site had
been final graded. In addition to our observation, Absolute Surveying obtained spot elevations at
numerous spots throughout the site. Please refer to the attached elevation sheet. Recent rain
helped show the path of runoff from the house to the swales and street.
Based on our observation and the attached surveyed information, the site generally appeared to
drain away from the building. The eastern side of the lot drains easterly to a drainage swale
between this lot and the adjacent lot (Lot 50) which runs southerly from approximately the
northeast corner of the house to Rock Park Drive. Likewise, the western side of the lot drains
westerly to a drainage swale (which is currently rough graded owing to the current development
of the adjacent house on Lot 48) that also runs southerly from approximately the northwest
corner of the building to Rock Park Drive. The southern portion of the lot (the front of the
building) drains southerly to Rock Park Drive. The north side of the building generally drains in
northerly or northeasterly direction.
It appears that the eastern swale high point elevation (approximately 99.74 feet) is lower than
design (100.5 feet) and the western swale high point elevation (approximately 101.06 feet) is
lower than design (101.7 feet). According to the Fossil Lake PUD First Filing Grading and
Erosion Control Plan by Northern Engineering Services, prepared on 04/20/99, the back of the
lot should drain northeasterly to a swale north of the northern property boundary. Instead, this
site appears to drain to a shallow swale between the building and the northern property (the
northern property boundary is higher than the center of the back of the lot). Flow is directed
easterly to landscaped area in Lot 50. It is unclear if runoff then runs through the back of Lot 50
or to the swale.

The finished floor elevation given by Absolute Surveying is 03.34 feet, which is approximately
0.94 feet higher than the design top -of -foundation elevation (02.4 feet). Based on the southeast
property corner, all lot corners are within 0.28 feet of design elevation, although the overall site
appears to be lower than design.
It should be noted that the ground touched some of the brick siding. Otherwise, the existing
grading appears to follow the proposed grading.
Our recommendations were based on our observation on the date noted above. The geotechnical
report was not provided to us for this site. We therefore cannot determine if the site has been
graded according to the geotechnical report.
