Carroll & Lange, Inc. surveyed the existing drainage facilities for the Police Services Facility on May 22,
2007. In addition, I reviewed the facilities in the field on June 6, 2007. The results of this survey indicate
that the record detention and water quality ponds have adequate volumes and the pond outlet structure has
been constructed in general conformance with the approved design. According to The Neenan Company
site superintendent, the concrete apron was installed at the outlet structure per the approved plans;
however, this area is now inundated with water and mud and the limits of this apron could not be verified.
The following discrepancies were noted relative to the site drainage improvements:
1. Fine grading of the pond bottom to maintain positive drainage has not been completed and there
is standing water at the upper inlet to the pond. The pond bottom is to be graded to maintain
0.5% positive slope and a concrete trickle pan shall be installed at the direction of the owner. The
concrete pan should be 3 feet wide with a minimum of 2 inches of pan depth and installed from
"pipe to pipe" with appropriate erosion control measures placed adjacent to the pan. The pan is to
extend through the micro pool to the apron of the outlet structure following the grades indicated
on the construction plans.
2. Fine grading and erosion control measure are missing at the inlet and outlet structures. Exposed
concrete pipe is to be covered with soil and stabilized, and the pipe outlets shall have erosion
protection measures installed as shown on the approved plans.
Therefore, this letter certifies that with exception of the items listed above, these facilities are in general
conformance with the approved plans. Enclosed with this letter you will find record field elevations and
stage -storage calculations of the two ponds (east and west). We therefore request that the facilities listed
above be deemed acceptable to the City of Fort Collins on the condition that the discrepancies noted will
be rectified.
