NORTHERN ENGINEERING Mr. Wes Lamarque City of Fort Collins Stormwater Utility 700 Wood St. Fort Collins, CO December 11, 2015 RE: Drainage Certification for Fort Collins Discovery Museum Dear Mr. Schlueter, ?�`ftoved 1-4+-1L w1_ This drainage certification letter is provided to verify as -constructed conditions for Fort Collins Discovery Museum. Northern Engineering completed survey work November 17, 2015 to verify general compliance with the Final Utility Plans for Fort Collins Discovery Museum, dated 9/2/10 by Northern Engineering. Included in this drainage certification submittal are the following: Attachment 1- City of Fort Collins Drainage Certification Form. Attachment 2 - As -constructed pond volume calculations. Attachment 3 - As -constructed record drawings for Grading and Storm Drain Plan and Profile Sheets. Based on the calculations shown in Attachment 2, the as -built north water quality and extended detention pond provides the required design volume of 0.049 acre-feet of storage below the as -built elevation of 4960.98. The original pond design achieved the required volume at elevation of 4960.0; thus, the as -built pond has been constructed slightly in excess of the required volume. Based on the calculations shown in Attachment 2, the as -built south water quality pond provides the required design volume of 0.027 acre-feet of storage at an elevation of 4971.55. The original pond design achieved the required volume at elevation of 4971.55; thus, the as - built pond has been constructed to provide the required volume. We have concluded, based on the attached information and personal site inspection, that the drainage features for the project site have been constructed in substantial compliance with the above referenced Final Utility Plans, with the following exceptions: • The approved Utility Plans dated 9/2/10 called for a temporary 8" Nyloplast drain inlet to be installed for interim conditions at the north end of the curb and gutter along the 301 N. Howes Street, Suite 100, Fort Collins, CO 80521 1 970.221.4158 1 www.northernengineering.com east property boundary to drain nuisance flows and minimize drainage onto the Union Pacific Railroad. The original interim design was for the temporary 8" Nyloplast inlet to be removed when the future curb and gutter was eventually extended to the north towards the turnaround. The original final design intent was for the future curb/gutter to drain north and eventually discharge into the proposed detention/water quality pond. However per COFC Facilities Department, some additional curb and gutter was constructed/extended approximately 65 feet to the north beyond the temporary 8" Nyloplast drain inlet without removing the inlet and creating a low-point/sump condition at the inlet. The temporary inlet was not designed and doesn't have the capacity to function as a permanent storm inlet. As a result during certain storm invents storm water may pond at the under sized/designed inlet possibly causing future drainage problems. COFC Storm Water Department and COFC Facilities Department are aware of this issue. See attached exhibit for clarification. • The approved Utility Plans dated 9/2/10 called for an interim design where the curb and gutter was to end at the curb return at the last northern parking stall and allow the landscape island to drain towards the east and away from the adjacent sidewalk/building. However, per COFC Facilities Department, some additional curb and gutter was constructed/extended along the remaining perimeter of the landscape island at incorrect vertical elevations. This alters the original drainage intent because the curb/gutter was constructed too high, and therefore the landscape island was constructed too high. This forces the drainage from the landscape island to drain west towards and onto the sidewalk (sidewalk between building and Landscape Island) which eventually drains north and northeast. This may cause future drainage problems because of poor drainage and ice build-up in the winter months. COFC Storm Water Department and COFC Facilities Department are aware of this issue. See attached exhibit for clarification. • Storm Line A from the Outlet to Storm Manhole Al, shown on the storm drain profile sheet (Sheet C402), has been constructed with a slope below the design of 0.40% (a slope of 0.2% was constructed). Given the short length of this pipe, and that it is the last storm line segment in this system we do not feel that this should create any hydraulic capacity issues. Additionally we have re -analyzed this storm line and compared hydraulic grade line. As shown below, there is minimal change to 100-year HGL. • Storm Line A from Storm Manhole Al to Storm Manhole A2, shown on the storm drain profile sheet (Sheet C402), has been constructed with a slope below the design of 0.40% (a slope of 0.25% was constructed). Given the pipe is the second to last storm line segment in this system, we do not feel that this should create any hydraulic capacity issues. Additionally we have re -analyzed this storm line and compared hydraulic grade line.
