RE: Drainage Certification

Dear Glen:
This is the third partial drainage certification at the above referenced project
and pertains to Building B only. This certification verifies the finished grading of the
swale on the west side of the building adjacent to Stover Street and the locations of
downspouts.
Field survey information of as -built conditions for this certification was obtained
by Northern Engineering Services. A field inspection of the drainage swale and
associated landscaping was conducted on Tuesday June 13, 1995 by the project
engineer. The following is a synopsis of the observations made during this field visit.
1) Buildings B, E and H are all constructed with complete landscaping
surrounding each,
2) Downspouts which were discharging to the west, as was observed on
May 24, 1995, have been corrected based on verbal confirmation by the
developer.
This letter serves to certify that the grades surrounding Building B and
downspout locations are in substantial compliance with the design intent of the
Drainage and Grading Plans .

Items to be certified is association with this project include:
1.) Verification of flowline elevations and grades in the parking areas and
location of high points in the drive entrances,
2.) Verification of finished grading of swales surrounding the proposed
buildings,
3.) Confirmation of the discharge location of downspouts on Buildings B, C
and D.

The total amount in escrow is determined by increasing the total cost
remaining, by 1.5 times, to obtain an amount to be retained in escrow by the City of
Fort Collins Stormwater Utility. Future certifications will gradually reduce this amount.
To the best of my knowledge, belief, and opinion, the drainage facilities were
constructed in accordance with the design intent of the approved drainage report and
construction drawings. If you require additional information or analysis regarding this
