Dear Glen,
This letter serves as final certification for all project drainage improvements for Lot 2, Fossil
Creek Commercial Plaza according to City of Fort Collins Stormwater Utility requirements.
Shear Engineering Corporation has made periodic observations during construction and state that
all drainage improvements have been completed in substantial conformance with the approved
plans for Lot 2, Fossil Creek Commercial Plaza which were prepared by Shear Engineering
Corporation, and the attached record drawing for the parking lot./ detention pond area, which
was prepared by Shear Engineering Corporation. As -built elevations were provided by CDS
Engineering at locations requested by Shear Engineering Corporation.
The parking lot design grades were revised in the vicinity of the four (4) handicap parking spaces
in order to accommodate conformance with ADA (American Disabilities Act) requirements for
Handicap access and to accommodate conformance with ANSI A117.1-1992 for handicap
parking spaces.
The parking lot as constructed, provides a detention pond volume of approximately 10,501 cubic
feet. The design detention pond volume, according to the approved Final Drainage and Erosion
Control Report which was prepared by Shear Engineering Corporation, and based on the Mass
Diagram Method, is 7,696 cubic feet. Design detention volume has been achieved.
All drainage facilities are functioning appropriately and meet the intent of the drainage design for
Lot 2, Fossil Creek Commercial Plaza. Attached is a redlined print indicating as -built elevations
at several design points. Also attached is the as -built parking lot and detention pond plan.
