This letter serves as final documentation for overall site grading and drainage improvements
for the CSU Engines & Energy Conversion Lab (EECL), also known as the CSU Powerhouse
Energy Campus. An initial site walkthrough and punch list was created in January of 2014,
which along with the posting of an escrow, allowed for the release of a Temporary Certificate
of Occupancy (TCO). Since that time, the initial punch list items have been addressed. A
follow-up walkthrough with City Staff was held on 04.16.14. While the majority of the open
items were found to be complete and satisfactory, a few new items were observed that
required further correction. All items have now been resolved.
Below are lists of items from both walkthroughs. The closeout status is noted below each
item in red italics.
January 2014 Punch List Items and Final Status Updates:

April 2014 Punch List Items and Final Status Updates:
N Sod at curb cut from parking lot into Grass Swale BMP needs to be flush with flowline.
The sod has been lowered (see photo below).
N Existing sidewalk culvert pipe needs to be exposed and cleared at downstream end.
The culvert outlet has been exposed (see photo below).
N Grass Swale BMP needs to be regraded to remove "belly" from thalweg.
The swale grading has been corrected (see Record Drawings).
Sod at Curb Cut I Parking Lot into Grass Swale
An as -constructed stage -storage volume computation was conducted utilizing survey
information gathered by Northern Engineering. A copy of the constructed pond volume
calculations is attached to this letter. Post -Construction survey information was also utilized
to prepare Record Drawings of the Grading Plan and Storm Sewer Profiles. These plan sheets
are attached to this letter as well.

Exposed Pipe Outlet I Sidewalk Culvert at Historic Lawn
The drainage facilities for the above -referenced project are now 100% complete. The
improvements are in substantial conformance with the City approved Grading and Drainage
Plans for this property. This Final Drainage Certification should allow for the issuance of a
Final Certificate of Occupancy, as well as the release of any associated escrows.

Dear Glen:
This memorandum serves as a follow-up to our site meeting on 01.16.14. As discussed on -site,
numerous fine grading items related to final landscaping installation and touchup were yet to be
completed. As such, a punch list and escrow will be provided at this time so as to allow the
immediate release of the TCO. The following is a list of said drainage related items to be
complete with final landscaping.

The above referenced items are all part of the fine grading and soil preparation to be performed by
the landscape subcontractor. The security for said tasks is already covered under the overall
landscaping escrow held by Zoning. A letter distinguishing this portion of landscape work has
been attached for your reference. The dual-purpose nature of the landscape grading / cleanup will
satisfy the final requirements of both Zoning and Stormwater. Therefore, a separate drainage
escrow is not necessary.
It should be pointed out that mass grading (pond volume), outlet structure, storm sewers, and
related drainage facilities are complete and in substantial conformance with the approved plans.
Hard and/or electronic versions of the applicable Record Drawing sheets can be provided, should
you desire your own copies beyond those supplied to Engineering.

At your request, the Water Quality Swale and Bio-Retention Water Quality Pond will be field
surveyed after final fine grading and soil prep by the landscape installer. This information will be
supplied with the Final Site Drainage Certification, the acceptance of which will release both the
final Certificate of Occupancy, as well as the related escrow amount.
While the punch list items discussed herein certainly need to be addressed with the final
landscape work, none of them pose an immediate risk to public health, safety, or welfare. This is
particularly true given the current winter season, which typically does not produce major rainfall
events. The primary storm drainage conveyance and attenuation network is substantially
complete. Furthermore, the escrow supplied by the General Contractor will provide the necessary
guarantee for these items, and allows them to be complete at a more appropriate time by the
appropriate subcontractor.

Nick,
Thank you for submitting the documentation on the status of the project. The standard $2,500 escrow is required when
a site certification is not submitted that follows the certification check list. I know that the frozen ground presents a
problem so that is why we have the escrow option. There are two escrow options; one is to submit 1.5 times the cost
estimate to complete the work and the other is to submit the standard amount. In this case you have identified the field
work to be completed -and shown there is already a landscaping escrow with the City for that work. The other part of
the work which has not been completed is the "site grading certification" which involves surveying the site grading
elevations and addressing the other items on the certification checklist. It makes sense to complete the grading
certification after the frost is out of the ground so that final grading can be completed.
Therefore once the $2,500 escrow is submitted to 700 Wood St. (Check to be made out to the City of Fort Collins) I will
release the hold on the CO and change it to a TCO. I do need a date for the TCO to expire so please let me know your
estimate on when the final grade certification can be completed.

Thanks for that explanation; it truly does change how I look at the underdrain system. I don't know if it is explained that
way in the drainage study but it would be good to add a couple of sentences to the certification document similar to
what you have written below. I think then we can close out the project as far a drainage goes.

Glen,
Knowing that the bluegrass front lawn was of such importance to Historic Preservation, we designed this water quality
feature as a "Grass Swale" using the attached recommendations from Urban Drainage. The underdrain is there primarily
to reduce excessively wet areas. The water quality effectiveness is not necessarily predicated on well draining/infiltrating
soils, although that certainly increases the benefit. We'll see how well it's currently infiltrating with the sod, but I don't
think it is as damaging as it could be if it were intended to be a true PLD/rain garden/bioretention area.

We had a second site certification visit today at the engines lab. I was informed that you had required the front area to
be sodded with blue grass. There is a water quality feature in the grass area that needs to allow water to infiltrate
runoff into the underdrain. Part of the sod is clay soil. Clay in sod has been known to seal off water penetration so I was
wondering if you would be OK if part of that front area is seeded (over the water quality feature). If not it might not
work. As long as the roots are planted in the existing clay it seems to work with aeration.

Hi, Glen, et al — Sounds fine. The Commission's concern was that the front was historically a lawn, and they wanted to
retain that characteristic. I don't think we specified the type of grass, other than that the results appear "lawn -like." -

They are watering it now to see if the sod is allowing the water to penetrate and if it does then we will not need to
continue this conversation.
