Certification of Drainage Facilities
Dear Jay,
This letter serves as the final certification of drainage facilities for Eastgate, 2nd Filing according
to the requirements of the development agreement for Eastgate, 2nd Filing and Larimer County
Urban Area Street Standards (LCUASS) General Note 17 noted on Sheet 2 of the approved Final
Utility Plans for Eastgate, 2nd Filing which states:
17. Prior to final inspection and acceptance by the City of Fort Collins, certification of the
drainage facilities, by a registered engineer, must be submitted to and approved by the
Stormwater Utility Department. Certification shall be submitted to the Stormwater Utility
Department at least two weeks prior to the release of a certificate of occupancy for single
family units. For commercial properties, certification shall be submitted to the Stormwater
Utility Department at least two weeks prior to the release of any building permits in excess
of those allowed prior to certification per the Development Agreement.
Shear Engineering Corporation has been involved throughout construction, has been involved in
field design modifications, has coordinated as-builts and has documented all construction
modifications. Based on our involvement during construction and review of the as -built field
data provided by Intermill Land Surveying, Shear Engineering Corporation states that Eastgate,
2nd Filing sitework improvements have been completed in general conformance with the Final
Utility Plans for Eastgate, 2nd Filing prepared by Shear Engineering Corporation; S.E.C. Project
Number 1466-50-03; City of Fort Collins City Engineer approval date March 17, 2005. Finished
grading has been completed in accordance with the approved MASTER GRADING PLAN and
with documented grading design revisions. All drainage facilities have been installed in general
conformance with the approved Final Utility Plans and are functioning appropriately and
generally meet the intent of the original drainage design for Eastgate, 2nd Filing in accordance
with the approved Final Drainage, Erosion Control and Water Quality Report prepared by Shear
Engineering Corporation; S.E.C. Project Number 1466-50-03; City of Fort Collins Stormwater
Utility approval date March 3, 2005.
Documented finished elevations have been provided by Intermill Land Surveying and are
represented on the attached mylar that can be used as an overlay on the original plan for
immediate comparison to design grades.

Certification of Drainage Facilities
Detention pond design volume requirements presented in the Final Drainage, Erosion Control
and Water Quality Report for Eastgate, 2nd Filing were achieved. The Final Drainage, Erosion
Control and Water Quality Report identified that the required volume for the 100-year storm
(with a release rate per acre of 5.68 cfs) was 10,030 cubic feet (0.23 ac-ft) at an elevation of
4939.78 feet.
Based on the survey data provided by Intermill Land Surveying, and generation of a new stage —
storage curve for the actual finished detention pond grades, the required pond volume of
10,030 cubic feet (0.23 ac-ft) was achieved at elevation 4939.73. A freeboard height of 1.27' is
achieved. A copy of the stage -storage data for the existing pond is attached for immediate
reference.
The volume provided meets the design requirements for Eastgate, 2nd Filing according to the
Final Drainage, Erosion Control and Water Quality Report for Eastgate, 2nd Filing which was
prepared by Shear Engineering Corporation; Shear Project No. 1466-50-03.
Digital pictures of the finished site are also attached for immediate reference.

Make sure the orifice place is adjusted according to the detail
on sheet 10 of 10. The lower orifice should be set lower so the ponding
you have now will diminish considerably. See attached digital picture of
the existing plate.
I am attaching a copy of the Drainage Report for your immediate
reference to Page 9 that I mentioned yesterday. It has a detailed
discussion on the water quality plate and well -screen.
Let me know as soon as this outlet structure fix is complete so
we can advise Mr. Barber immediately. Digital pictures from you would be
the quickest.
