Dear Mr. Barber:
On behalf of our client, Drahota Construction Company, we would like to submit to you a lot grading
certification letter for Lot 4, Block 3 of the Eagle Cliffs project. This lot was constructed with a one-story,
wood & stone, single-family residence with a basement. Northern Engineering has reviewed the as -
constructed elevations provided by a field survey crew. The residence on Lot 4 was constructed with a
finished floor elevation of 4918.74 and a minimum opening elevation (MOE) of 4911.9. The MOE occurs
along a concrete retaining wall built at the patio for the walkout basement. Although this is lower than the
MOE shown on the grading plan (4912.2), we believe the intent of the grading plan has still been met.
The intent of the grading plan was to provide protection from the adjacent Swale on the south side of the
lot. The Swale has a 100-year minimum depth of 0.44-foot (this is with a safety factor of 1.33). The invert
of the Swale was constructed at 4910.7, thus the 100-year water surface elevation would be 4911.14,
leaving 0.76-foot of freeboard.
The proposed top of foundation elevation and MOE for this lot were 4917.5 and 4911.9 respectively.
While the Engineer does not have knowledge of the constructed difference between finished floor and top
of foundation, it is safe to assume that the actual top of foundation is well above the approved elevation.
Attached for your convenience are copies of the approved design elevations as well as the as -built grades
(handwritten) for Lot 4.
The constructed finished floor is above the approved design elevation. Furthermore, the surrounding lot
grades are in close compliance with the approved grading plan. Sufficient fall exists away from the
building to provide proper drainage. The high points on the lot lines split the drainage down side lot
swales within drainage easements.
Lot 4 is not adjacent to any major constructed drainage elements. Runoff from the front of this lot is
directed towards Nightingale Drive, and runoff from the rear of the lot flows towards the Block 3 Swale

and underdrain. Lot 4 is not within the limits of any 100-year ponding. However, the lot is located
adjacent to the Fossil Creek 100-year floodplain and buffer setback.

performed.

certification the engineer attests that to the best of his knowledge the surveyed grading as shown in the enclosed
certification is in compliance with the approved grading plan for this lot and subdivision as shown on the approved final
utility plans.
