Please answer the following questions by initialing the appropriate response. For each question initialed “No,” attach an explanation detailing how this will affect stormwater drainage for this lot and any adjacent lots. 1. Certification includes attached Stormwater-approved grading plan. (NOTE: City’s Building Department does not approve grading plans). 2. Certification includes the attached as-built survey dated (must be within 60 days of the date the certification is submitted) accurately and truthfully depicting elevations for:  Top of foundation/finished floor  Finished grade on each side of the structure  Quarter points along each lot line (not more than 50 feet apart)  Break points/high points  Swales  Berms  Retaining walls  Air conditioning pads  Window wells  Any other appurtenance(s) within an easement 3. All elevations are within a 0.2 foot tolerance of the approved grading plan. 4. The top of foundation is at least 6 inches above the highest grade surrounding the structure. 5. There is a minimum grade of 5% away from the structure within the first 5 to 10 feet adjacent to the residence. 6. All slopes meet or exceed the minimum requirement of 2% (1% is acceptable on single family lots when the swale is draining the runoff from only two adjoining properties) and are not steeper than 25% (4:1). 7. All flow lines of stormwater drainage swales are a minimum of 6 inches below the elevation of ground adjacent to the structure and will direct drainage as shown on the Stormwater-approved grading plan. 8. All downspout locations and discharge directions are shown on the as-built survey. Runoff is directed into an appropriate drainage system or lot line swale, and it is not directed onto neighboring properties. A smooth transition with no vertical offset (step) in grade is provided at the lot line to all adjacent properties. 10. The grading of this lot does not adversely affect neighboring properties or City infrastructure. 11. Landscaping has been completed prior to survey. If not, please indicate who will be responsible for completing landscaping: 12. Final site cleanup has been completed. 13. I personally visited the site as part of the certification process, and in my professional opinion, the as-built survey is an accurate representation of the site conditions.. In my professional judgment the elevations and grading of the lot/site as constructed are functionally adequate and equivalent to the specifically approved drainage plan, and will affect stormwater drainage on and off the lot/site in a manner consistent with the approved drainage plan. A, WINDSOR, COLORADO 80550 TEL. 970.674.3300 – FAX 970.674.3303 August 31, 2016 Mr. Dan Mogen City of Fort Collins Stormwater Utilities 700 Wood Street Fort Collins, Colorado 80522 RE: Tract M-7, Rigden Farm 6 th Filing Clarification of Lot Certification Items Dear Dan, Please accept this letter in support of items 3, 4, 5 and 7 of the Certification of Lot Grading dated August 29, 2016 for which we have noted the items as not being in conformance with the checklist description. As a result of this effort, we offer the following for your review and approval: 1. Item 3 – Several of the units were adjusted vertically during construction and therefore, are not within 0.2 foot of the approved grading plan. However, all drainage concepts have been maintained and the site grading and drainage is in general conformance to the design intent reflected on the final plans. 2. Item 4 – There are several units in which the outside grade at the high point corners was placed at or above the top of foundation. Pursuant to information provided by Kristin Candella with Habitat for Humanity, the units were all flood proofed in these areas using interior rim band with closed cell foam and the exterior has blue board with taped seams installed below grade and continuing above grade. Therefore, we would accept this condition as being in general conformance with the design intent which is to protect the structures from flooding and water damage. 3. Item 5 – There are several locations where the grades are somewhat less than 5% away from the structure; however, these generally are located in areas that do not have downspouts and not prone to seeing significant drainage. Therefore, it is our opinion that the site grading is in general conformance to the design intent reflected on the final plans. 4. Item 7 – The garage units were not designed to be 6 inches above the drainage swale in the drive aisle. One area at the southeast corner of the site was deemed to be a potential drainage concern and the concrete slab in front of the garage was removed and replaced to better direct runoff away from the unit. 1218 W.
