RE: Discount Tire at Fossil Creek

Marsha,
We have completed review of the as -constructed grading for Discount Tire at Fossil
Creek as relates to the floodplain modeling done for this project. This certification is
intended to verify compliance of the as -constructed grading with respect to the floodplain
modeling report entitled "Floodplain Modeling Report for Discount Tire at Fossil Creek"
dated January 30, 2003, by Northern Engineering.
Field survey of the site was conducted by Stewart and Associates in August of 2005 with
survey shots being taken along floodplain model cross-section alignments. This survey
data has been compared to the proposed grading plan that the floodplain model was based
on in the approved floodplain modeling report. The project engineer conducted a site
visit on August 22, 2005 to verify grading and general site work as relevant to the Fossil
Creek Floodplain. Based on the survey data provided by Stewart and Associates and
personal site inspection, we believe that the site grading has been constructed in general
compliance with the design.
