As we have discussed in the past, we are submitting our individual lot grading plan for Lot 20,
Block 16, Craft Resubdivision. The site is located at the northwest corner of the intersection of
Pitkin and Peterson. This is an older lot in the Old Town area east of the University. To our
knowledge, there is no approved subdivision grading plan. We exypyt to be providing a grading
certification for this lot according to the requirements of the St ater Building Permit Notice

Dear Glee,
This letter serves as the Final Drainage report for the proposed single-family residence to be
constructed at 338 East Pitkin Street on Lot 20, Block 16, Craft Re -Subdivision. There is an
existing residence on a portion of the lot. The existing structure and drive are defined on the
Improvement Location Certificate which was prepared by RJL Surveys. The Improvement
Location Certificate is attached for immediate reference. The proposed improvements are
represented on the "Site Plan" (attached) prepared by Associates in Building & Design LTD. The
lot is 50' x 140' (7,000 SF).
Lot 20, Block 16, Craft Re -Subdivision is located at the northwest coiner of the intersection of
East Pitkin Street and Peterson Street. The site is situated within the Spring Creek Drainage
Basin as designated on the City of Fort Collins Stormwater Basin Map.
According to the Sprint Creek Master Drainageway Plan, lots within the basin must conform
to specific requirements regarding areas that are impervious. The Spring Creek Basin is divided
in many smaller areas designated sub -areas. Lot 20, Block 16, Craft Re -Subdivision is located
within sub -area 230 which has an overall area of 11020 acres according to the Stormwater
Management Model (SWMM) exhibit which supplements the Spring Creek Master
Drainageway Plan. A copy of a portion of the exhibit is attached for immediate reference. Lot
20, Block 16, Craft Re -Subdivision is 0.16 acres in size and consists of approximately 0 15% of
the entire alb -area 230.
The maximum allowed impervious area within sub -area 230 is 51.0°/c. Refer to attached data
sheets 1, 2 of 54 for immediate reference.
The total impervious area has been calculated for Lot 20, Block 16, Craft Re -Subdivision The
impervious area analysis includes the adjacent street pavement area to the centerline of East
Pitkin Street and to the centerline of Peterson Street. All calculations are based on the ultimate
expected improvements according to the attached exhibit, which was prepared utilizing the
Improvement Location Certificate previously noted, and the Site Plan which was prepared by
Associates in Building & Design LTD. The percentage of impervious area for Lot 20, Block 16,
Craft Re -Subdivision has been calculated to be approximately 59,40%. Refer to attached
calculation spreadsheet and site plan for immediate reference. This percent impervious value is
higher than the maximum allowed impervious area per lot of 51% for sub -area 230 in the Sprang
Creek Basin. The additional imperviousness would be an increase of approximately Ills for the
lot and adjacent one half (1/2) streets.

Because this site (0.16 acres) is only 0.15% of the entire sub -area 230 (110.20 acres), the
increase in imperviousness and its effect to the entire sub -area is negligible. An average
impervious area within sub -area 230 would increase to 51.01% if a weighted impervious area
was considered for the entire 110.20 acre sub -area. (0.160.594) + (0.51 x 110.04))/ 110.20.
However, because the SWMM model was run with a percent impervious value of 51.0, and
because the resultant percent impervious value for this lot 59.4, we are respectfully requesting a
variance from the percent impervious value of 51.0 for this lot.

attached for your immediate reference:

Below are Glen's comments from conceptual review on Monday.
1. This site is in the Spring Creek basin where the new development fee is $2,175/acre and it is subject
to the runoff coefficient reduction. The site is in inventory grid #8J.
2. The standard drainage and erosion control reports and plans are required and they must be prepared
by a professional engineer registered in Colorado.
3. Water quality needs to be addressed. The usual method is extended detention but in this case, other
BMP's may need to be explored.
4. The site may need onsite detention to address the increased runoff. The Spring Creek masterplan
has an assumed runoff coefficient so if that is not exceeded onsite detention may not be needed. Also,
all the existing impervious areas can be counted so any area that is eliminated, like the garage can be
traded for new structures.
5. If the alley is to be paved, the grading may be difficult to accomplish and still maintain existing
drainage patterns. This may also require additional surveying to get enough information to design the
alley drainage.
