All of the drainage facilities are now installed and functioning, and the grading has been in compliance with City Criteria. There are some revisions which have been made to the original plan. These revisions are as follows: (1) The emergency access road and concrete pan between lots 28 and 31 was eliminated and replaced with a grassed swale. Also, the swale along the north side of lots 25 through 29 was revised. A portion of the swale along the north side of lots 25 through 29 has a slope of 1.6 percent, and a variance is hereby requested for this slope which is less than the 2.0 percent minimum required by City Criteria. (2) The originally proposed swale between the back of lots 13 through 22 and the back of the walk along Wabash Street has been eliminated and the rear yard flow from these lots drains directly into the north gutter of Wabash Street. This flow is directed into the detention pond by the sidewalk culvert located in the north gutter of Wabash Street just west of Shields Street. Also, flows in the north gutter of Wabash Street from west of the Cobblestone Comers entrance drive will turn into the entrance drive when flows get deeper than 1 inch in the pan crossing the entrance drive. The north gutter of Wabash has a high point at the west line of the Cobblestone Comers development so the area draining to the east in this gutter is small. There is an attached calculation sheet showing the calculation of these flows. The swales between lots 1 through 15 which flow from the rear yard to the drain pan in the Cobblestone driveway have been graded to drain and have been sodded or surfaced with rock mulch. James H. Also, I have attached copies of previous certification letters submitted for this project as work was in progress. All of the residences are constructed on this project and Mr. Ed Seier would like to have the final two C.O.'s on lots 1 and 2 released. Box 580 Fort Collins, Colorado 80522 Dear Basil: Re: Cobblestone Corners "AS BUILT" Drainage Facilities I have surveyed the elevation and dimensions of the detention pond at Cobblestone Corners P.U.D. and found it to be graded according to the approved plan. The grading at this time is still a little rough, and some fine grading is required along the concrete pans and on the berm at the east end of the pond. Also required are the placement of rip rap at the pipe outlets and a sediment trap over the pond outlet. The concrete pans, the headwall with restriction plate and the sidewalk culvert are in place. The pond in its present condition will detain the required volume of runoff. The remaining work on the pond area should be completed this week. The builder, Ed Seier, would like to have additional footing and foundation permits released for ten (10) more lots. Thanks for considering this request. Sincerely, Phillip I. Box 580 Fort Collins, CO 80522 Dear Basil: On January 12, 1995, I surveyed the elevations of the floors and lowest openings of the residences constructed on lots 21, 22, 23 and 24 of Cobblestone Corners P.U.D. . The finish floor elevations on lots 21 and 22 are both 5092.68 and the proposed plan grade is 5092.5. The lowest openings of the basement window wells on lots 21 and 22 are 5091.25, and the detention pond high water line adjacent to these lots is 5087.00. The garage floors on lots 21 and 22 are at elevation 5089.24, compared to the plan grade of 5089.50. The elevation of 5089.24 maintains 1.04 feet of freeboard above the 100 year high water elevation of 5088.2 in the drain channel between lots 22 and 23. The finish floors of the duplex on lots 23 and 24 are 5091.18, compared to the plan grade of 5092.50. Lot 23 has no basement, and the window well on lot 24 is at 5090.1. The finish floor elevations and lowest openings are well above the maximum pond elevation of 5087.0 and the drain channel high water elevation of 5088.2. The garage floors on lots 23 and 24 are at 5089.60, compared to the plan grade of 5090.0. These garage floors are 1.4 feet above the 100 year high water elevation of 5089.2 in the drainage channel between lots 22 and 23. I have attached a blueprint showing the surveyed elevations in red. Box 580 Fort Collins, CO 80522 Dear Basil: We have surveyed the as constructed elevations of the detention pond, outlet ditch and street drain pan at the Cobblestone Comers development. The as built elevations are shown in red on the attached print. Also, we surveyed the swales between buildings and found that additional grading must be done to provide adequate drainage. The existing elevations of the swales are shown in green on the attached plan. I met at the site with Mr. Ed Seier and his grading contractor on February 9, 1995, and they are now doing the additional grading. Mr. Seier has a closing scheduled for February 10, 1995 on Lot 24 and would like the C.O. released on Lot 24. This seems a reasonable request as he is going ahead with the necessary grading. The detention pond volume as constructed is adequate, and he has graded the outlet ditch along Shields to the requirement of the Engineering Inspector. Stormwater criteria requires an underdrain or concrete pan on grades of 2% or less. However this is privately maintained and the grades appear to be 2% or greater elsewhere. If during certification this is discussed and documented as a variance request it would be accepted. Some dots were shown between buildings 14 and 15 with no elevations. I believe this was an oversight but the change from the original approved plan still needs to be addressed. The spot elevations indicate the flow could follow the path indicated but do not document the crossection that would contain the flow. Please provide cross sections or at least spot elevations on either side of the invert spot to indicate that there is a Swale. During certification the capacity will also need to be verified. I believe Ted Shepard has been in the field to discuss berming revisions. Once the grading is completed please submit the final site certification and reference -previous certifications so someone pulling this info the future can find all the info. This certification is needed in order to pull the building permits on lots 1 & 2 as agreed by Ed Seier.
