Dear Basil,
As required by the hold placed on the certification of occupancy, we surveyed the elevations of
lot corners and mid -side points, rear Swale, and first floor on the above -mentioned lot. The first
floor elevation is 79.0, which is significantly higher than the first floor elevation specified on the
Grading Plan, Lots 152-198 (RCE, Oct. 1994). This large difference is a result of the house
style (bi-level) and should not cause any grading or elevation problems. Most of the spot
elevations we surveyed along the lot perimeter were within 0.1 foot of the design elevation. The
exceptions (0.7 foot above design grade at the southeast corner and 0.6 foot above design
grade at the west mid -lot point) match the surrounding grades and provide the drainage
patterns intended by the Grading Plan, Lots 152-198, and therefore do not pose problems.
The swales along the sides of the house are adequate for conveying drainage either to the
street or the Swale along the rear lot line. The rear lot line Swale is well built and will convey
drainage from the east lot line to the lot line between lots 153 and 154. The drainage is
supposed to flow southerly along that lot line to Derry Drive; however, the upper end of the
Swale between lots 153 and 154 has been filled and landscaped. Under current conditions,
drainage in the rear lot Swale of lot 173 can not flow to Derry Drive as intended by the Grading
Plan, Lots 152-198. East of the lot 153/154 line, the rear Swale slopes to the west to convey
stormwater to the lot 154/155 lot line, as intended by the Grading Plan, Lots 152-198.
It is our recommendation to release the hold placed on this lot for the certification of occupancy.
Additionally, the homeowners on lots 153 and 154 should be notified of the need for maintaining
the Swale along their common line so that storm drainage can be conveyed to Derry Drive.
