Based on this information, I certify that (check one): The elevations and drainage patterns of the lot/site are in substantial conformance with the City approved drainage and grading plan for the property (information attached). SEE NOTE. c The elevations and drainage patterns of the lot/site as measured are in general conformance with the City approved drainage plan with exceptions (information attached). In my professional judgment the elevations and grading of the lot as constructed is functionally adequate and will allow for stormwater drainage consisten SEE NOTE. Drainage facilities include all detention and water quality ponds, the storm drainage pipe system, drainage swales, and permanent and temporary erosion control measures. JR Engineering has verified the adequacy of the following items through field inspections and surveys. 1. Detention pond volumes, bottom and side slopes, inverts and spillway elevations, outlet structures 2. Drainage swale capacities, concrete trickle channel sizes and slopes 3. Erosion control measures The detention and water quality pond and outlet structures were surveyed on November 7, 2007. The results of these surveys indicate that the record detention and water quality pond has adequate volume and the pond outlet has been constructed with positive drainage into the pond's outlet structure. The pond's outlet structure was designated as a water quality and 100- year detention facility. Enclosed with this letter you will find record contour drawings and stage -storage calculations for the pond. The required water quality capture volumes (WQCV) and 100-year detention volumes were obtained from the Construction Drawings for Agnew Carwash by Jones Engineering 3/30/07 delivered to our survey department for construction staking June 1, 2007. The Pond and all of its structures appear to have been constructed in such a manner as to accomplish all of their intended purposes. The major curb cuts and trickle pans were also surveyed. The results of these surveys indicate that all of the constructed swales were built to plan. The water quality orifice plate and screen were built to plan according to the outlet structure detail on page C7 of the construction plans. The as -built dimensions WS and LS, width and length of the outlet structure, were found to be larger than the plan dimensions. The plan dimension WS (width) was 12" the as -built dimension was 4'. The width of the outlet structure was increased to accommodate the planned 18" RCP outlet pipe. The plan LS dimension was 24" the as -built dimension was 4'. The elevations of the outlet structure were built according to plan. The emergency overflow weir was also constructed per plan with the Mr. Jay Barber. October 26. 2007 Page 2 of 2 spillway elevation being 32.5 as shown on enclosed exihibit. The 100-year detention volume required is 1229 cubic ft. and 1211 cubic ft. is provided at a stage of 32.0 (ft). The difference in the required volume and the provided volume is very small and is assumed to be negligible. The freeboard provided from the spillway to the top of berm is approximately 1'. In all, it is determined that the Pond is adequate and will perform as intended. Note that the elevations for the pond grading may be found as depicted on the enclosed exhibit provided with this submittal and may change subsequent to the date of the surveys due to natural and/or artificial actions, reseeding and landscaping. JR Engineering inspected the permanent erosion control measures and found that riprap, trickle pans & water quality structures have been installed per the design plans. JR also observed the temporary erosion control measures such as silt fence and inlet protection which all appeared to be in good condition at the time of inspection. All areas of overlot grading were reseeded. In conclusion, all of the drainage facilities for Agnew Carwash have been constructed in general conformance with the approved plans. I find that the storm system as -built, will operate as depicted on the construction plans. If you have any questions or comments, please contact me at 970.491.9888.
