Item #4 was marked as “no,” because the top of foundation (slab) is not at least 6-inches above the highest grade surrounding the structure. Based on the City of Fort Collins-approved Final Grading and Erosion Control Plan by JR Engineering (dated 01/24/07), the grading plan did not permit a 6-inch drop adjacent to the structure. Item #5 was marked as “no,” because there is not a minimum of 5% slope away from the structure within the first 5 to 10 ft adjacent to the residence on any side of the building. The 5% slope is not possible for this property for two reasons. Firstly, the building was constructed 0.2 ft below the design elevation of 4963.8 ft. Also, even if the building had been built to the design elevation, the approved grading plans did not permit a 5% slope away from the building on the north side of the building. Item #7 was marked as “no,” because the stormwater drainage swale on the south side of the building is not a minimum of 6-inches below the elevation of ground adjacent to the structure. The approved grading plan did not design the adjacent drainage swale as 6-inch below the ground adjacent to the structure. If this structure were to meet items #4, 5, and 7 contained within the attached certification, the finished floor would have needed to be designed and constructed at 4964.50 ft, instead of 4963.8 ft.
