Dear Mr. Lamarque:
This Overall Site and Drainage Certification Letter is provided to verify as-constructed conditions for
NEC Lake & Shields. Majestic Surveying completed survey work October 8, 2020, to verify general
compliance with the Final Utility Plans for NEC Lake & Shields, dated August 22, 2019, and the Minor
Amendment dated May 21, 2020, by Northern Engineering.
Included in this drainage certification submittal are the following:
Appendix A - City of Fort Collins Overall Site and Drainage Certification Form.
Appendix B - City of Fort Collins During Construction Inspection Checklist and photographs provided
by contractor.
Appendix C - As-constructed detention pond calculations.
Appendix D - As-constructed record drawings for Grading and Storm Drain Plan and Profile Sheets.
Appendix E - Documents provided to the Colorado State Drain Portal website.
We have concluded, based on the attached information and personal site inspection, that the drainage
features for the project site have been constructed in substantial compliance with the above referenced
Final Utility Plans, with the following exceptions:
· Item I.B.3.a,b,d: Spillway is for both ponds are the adjacent sidewalks onto pavement.
· Item I.B.3.e: Spillway path is onto pavement.
· Item I.B.4.c: Water quality in vault is being provided by sand filter.
· Item II.B.3: The small swales on the west side of the building between the playground and the
sidewalk lost definition during the landscaping phase of the project. This was determined to
not be of any major concern due to the drainage basins still functioning as intended and the
small amount of drainage handled by these inlets.
· Item III.A.2: Storm pipe between FES A and Basin A1 was designed at 0.2% due to utility
conflicts. As -built information indicates that the pipe was constructed slightly flatter (0.10%) to
maintain required separation. Through analysis it has been determined that the flatter pipe still
passes the 100-yr event and performs as designed
· Item III.B.3: Northern Engineering did not observe construction. Northern Engineering was
unable to verify the joint types or construction methods used for the storm drain pipes.
· Item IV.A.4: Northern Engineering did not observe construction. Northern Engineering was
unable to verify the concrete thickness and reinforcement used, if any.
· Item XII.A: South pond has been seeded and is in the process of stabilization. Northern
Engineering is unaware if this area has been coordinated between the contractor and the
Erosion Control Inspector.
· Item XIII.C: The excavated area for the rain garden survey was not provided to Northern
Engineering, nor were the depths of the bioretention material or aggregate, so verification on
those items cannot be supplied. The material and its installation was observed by a City of Fort
Collins Erosion Control Inspector and photo have been provided by the contractor. Bottom area
and depth of rain garden meets/exceeds design requirement.
Item XV: Stabilization and final landscaping still occurring in the south pond.

City’s standard, which is “soils should be compacted within a moisture content range of 2% below to 2% above optimum moisture content
and compacted to 95% of the Maximum Standard Proctor Density (ASTM D698).” Compaction requires verification during construction.

II. Storm Drain Pipe Installation Requirements
A. The pipe trenches have been compacted in accordance with Section 02225-3.07.A.1. of the Fort Collins Development Construction
Standards for Water, Wastewater, Stormwater (e.g., the trenches in the roadways are to be 95% of maximum density and all other areas
are to be at 90%, both in accordance with ASTM D698).
III.Energy Dissipation and Erosion Protection - FCSCM Chapter 9, Section 7.0
A.Riprap
1. The riprap bedding is a granular bedding of the gradation and thickness indicated on the approved construction plans.
2. A filter fabric was installed instead of granular bedding and is the material shown on the approved construction plans or was an
approved equal. Provide documentation for an approved equal.
3. The riprap is the gradation shown on the approved construction plans with a D50 of .
4. The riprap thickness is as shown on the approved construction plans and extends to the horizontal limits shown.
5. The riprap is buried to the depth indicated on the approved construction plans. (A minimum of 6 inches of soil is required.)

5.DURING THE CONSTRUCTION STAGE OF DEVELOPMENT, THE APPLICANT SHALL PREVENT THE CLEANING
OF EQUIPMENT OR MATERIAL OR THE STORAGE AND DISPOSAL OF WASTE MATERIAL SUCH AS PAINTS,
OILS, SOLVENTS, ASPHALT, CONCRETE, MOTOR OIL OR ANY OTHER MATERIAL HARMFUL TO THE LIFE OF
A TREE WITHIN THE DRIP LINE OF ANY PROTECTED TREE OR GROUP OF TREES.
6.NO DAMAGING ATTACHMENT, WIRES, SIGNS OR PERMITS MAY BE FASTENED TO ANY PROTECTED TREE.
7.LARGE PROPERTY AREAS CONTAINING PROTECTED TREES AND SEPARATED FROM CONSTRUCTION OR
LAND CLEARING AREAS, ROAD RIGHTS-OF-WAY AND UTILITY EASEMENTS MAY BE "RIBBONED OFF,"
RATHER THAN ERECTING PROTECTIVE FENCING AROUND EACH TREE AS REQUIRED IN SUBSECTION
(G)(3) ABOVE. THIS MAY BE ACCOMPLISHED BY PLACING METAL T-POST STAKES A MAXIMUM OF FIFTY (50)
FEET APART AND TYING RIBBON OR ROPE FROM STAKE-TO-STAKE ALONG THE OUTSIDE PERIMETERS OF
SUCH AREAS BEING CLEARED
8.THE INSTALLATION OF UTILITIES, IRRIGATION LINES OR ANY UNDERGROUND FIXTURE REQUIRING
EXCAVATION DEEPER THAN SIX (6) INCHES SHALL BE ACCOMPLISHED BY BORING UNDER THE ROOT
SYSTEM OF PROTECTED EXISTING TREES AT A MINIMUM DEPTH OF TWENTY-FOUR (24) INCHES. THE
AUGER DISTANCE IS ESTABLISHED FROM THE FACE OF THE TREE (OUTER BARK) AND IS SCALED FROM
TREE DIAMETER AT BREAST HEIGHT AS DESCRIBED IN THE CHART BELOW:
9.NO TREES SHALL BE REMOVED DURING THE SONGBIRD NESTING SEASON (FEBRUARY 1-JULY 31)
WITHOUT FIRST HAVING A PROFESSIONAL ECOLOGIST OR WILDLIFE BIOLOGIST COMPLETE A NESTING
SURVEY TO IDENTIFY ANY ACTIVE NESTS EXISTING ON THE PROJECT SITE. IF ACTIVE NESTS ARE FOUND,
THE CITY ENVIRONMENTAL PLANNER WILL DETERMINE WHETHER ADDITIONAL RESTRICTIONS ON TREE
REMOVAL AND CONSTRUCTION APPLY.
