Please answer the following questions by initialing the appropriate response. For each question initialed “No,” attach an explanation detailing how this will affect stormwater drainage for this lot and any adjacent lots. 1.Certification includes attached Stormwater-approved grading plan. (NOTE: City’s Building Department does not approve grading plans). 2.Certification includes the attached as-built survey dated (must be within 60 days of the date the certification is submitted) accurately and truthfully depicting elevations for: Top of foundation/finished floor Finished grade on each side of the structure Quarter points along each lot line (not more than 50 feet apart) Break points/high points Swales Berms Retaining walls Air conditioning pads Window wells Any other appurtenance(s) within an easement 3.All elevations are within a 0.2 foot tolerance of the approved grading plan. 4.The top of foundation is at least 6 inches above the highest grade surrounding the structure. 5.There is a minimum grade of 5% away from the structure within the first 5 to 10 feet adjacent to the residence. 6.All slopes meet or exceed the minimum requirement of 2% (1% is acceptable on single family lots when the swale is draining the runoff from only two adjoining properties) and are not steeper than 33% (3:1). 7.All flow lines of stormwater drainage swales are a minimum of 6 inches below the elevation of ground adjacent to the structure and will direct drainage as shown on the Stormwater-approved grading plan. 8.All downspout locations and discharge directions are shown on the as-built survey. Runoff is directed into an appropriate drainage system or lot line swale, and it is not directed onto neighboring properties. The finished floor is higher so that drainage will flow away from the foundation. The finished grade near the northwest corner of the building addition is higher than the Grading Plan, however the elevation is more than 6” below the finished floor. The finished grade is higher than 0.2’ outside of tolerance at the northeast corner of the building addition, however the finished grade is below the finished floor by more than 6”. The swale along the south side of the garage and building addition is less than 6” deep between the building and the lot line. The swale matches existing elevations for the adjacent lot and the depth of swale is restricted due to the existing conditions and elevations of the structure. There are no downspouts directed towards the swale, therefore the swale will drain landscaped area. The proposed project will consist of an addition and remodel to the existing residence on the property. The subject site is within the Buckingham Place Subdivision, which is north of Lincoln Avenue and east of Linden Street. Furthermore, the subject site is within the Buckingham-Lincoln Corridor Master Plan, which is a subarea of the Poudre River Basin. The assumed imperviousness for this basin is 45%. The proposed project will consist of a remodel to the existing +/-800 s.f. residence as well as the addition of a roughly 495 s.f. garage and 625 s.f. addition to the residence. The project will also include removal of the gravel driveway and gravel area south of the existing residence. A concrete driveway will be constructed from the proposed garage to 2nd Street. DRAINAGE BASINS The subject site has been divided into two (2) basins for calculating the impervious area of the property after the construction of the proposed improvements. BASIN A Basin A consists of the western portion of the site and half of the roadway for 2nd Street across the lot frontage. This basin consists of the existing residence, proposed garage and addition, concrete driveway and walks and landscaped area. Runoff will generally flow from east to west and will reach the existing curb and gutter for 2nd Street. The calculated basin imperviousness is 79.1%. 224 2nd Street, Fort Collins, CO Drainage Letter July 13, 2021 Page 2 BASIN B Basin B consists of the eastern portion of the site and half of the existing (unpaved) alley across the lot frontage. This basin consists of the existing residence, proposed addition, and landscaped area. Runoff will generally flow from west to east to the existing alley. The existing lot and alley have gentle/mild slopes. The alley has a high point that directs runoff to the north and south. The calculated basin imperviousness is 17.7%. The overall site imperviousness (including half of 2nd street and half of the alley) has been calculated to be 43.3%, which is less than the assumed imperviousness of 45%. Based on the calculated imperviousness, detention is not required as part of this project. Please refer to the impervious calculations included with this letter. ANTICIPATED IMPACTS The existing elevations along the northern portion of the existing residence will not be revised with this project. The proposed porch will match existing elevations at the northwest corner of the lot. The grading for the garage and house addition will require elevation changes to the middle-southern portion of the lot. The grading will tie-in and match existing elevations along the southern property line and at the back of the existing sidewalk for 2nd Street. There is an existing high point along the southern property line and runoff will be directed west and east along the property line. The proposed grading for this project shall not direct runoff to adjacent properties. The eastern half (approximately) of the lot will not be impacted by this project and the elevations will not be revised. This lot does not take access from the existing alley. Due to the nature of the development and existing conditions, the increase in runoff flowing east is not expected to be significant.
