As a result, we offer the following for your review and approval: Item 2 – The surveyor grading certificate dates are not within 60 days. This is due to the phased construction of the building units and the coordination of items needing attention determined in the field. We believe that these surveys accurately depict the as-built conditions on site. Item 3 – Elevations are not all within a 0.2 foot tolerance of the approved grading plan. There were adjustments made in the field that altered some of the building accesses and site grading elements. This included doors added to garages, shallow timber retaining walls, excluding the retaining wall in the northwest corner of the site, etc. Though these adjustments were made positive drainage away from structures appears to have been achieved. Item 4 – Top of foundation are not all 6” above the highest grade surrounding the structure in some circumstances throughout the lots. Positive drainage appears to be achieved away from the structures. Item 5 – The minimum of 5% grade away from structures is not achieved in all circumstances. Generally, this occurs near lot high points and slopes increase as lot line elevations decrease. Item 6 – All swale slopes along lot lines are not 1% or greater. Slopes that are less than 1% appear to be in areas that do not convey large drainage areas. The downspouts from building roofs are directed to areas that have more than 1% slopes. Item 7 – Flowlines in drainage swales are not a minimum of 6” below the ground elevation adjacent to the structure but will direct runoff as shown on the approved grading plan. Accepted 3/9/2018 WL Avondale – Lot Certifications January 22, 2018 Page 2 of 2 The sidewalk along the east sides of Lots 7 thru 10 was constructed higher than the approved grading plans. During our site visit, the constructed slope along the east side of the walk was measure with a 28% slope. Based our estimates, this slope extended slightly into the 100-yr detention area and placed approximately 0.14 cu-yd of material in the detention area. The pond was originally designed to provide 3.2 acre-ft (139,392 cu-ft) of detention storage. In our opinion, the estimated material placed within the detention area would not have an adverse effect on the existing detention pond volumes. This letter is intended to supplement the Certification of Lot Grading and supports our belief that the grading for the referenced project provides positive drainage away from structures. Therefore, we request that the lots listed above be deemed acceptable to the City of Fort Collins. If you have any questions or comments, please call me at (970) 347-8917.
