Dear Basil,
223 South Howes is an existing residential structure currently being remodeled for office use
only. The previous potential use as the "Internet Cafe" is no longer a consideration.
111.is property is located within the limits of the Old Town Basin. The site is situated in
Subcatchment No. 206 as delineated in the Old Town Master Drainage Basin Study. According
to Table 4.3 (attached) from the Old Town Master Drainage Basin Study "Differences in
Impervious Area Percentages for Existing and Future Conditions", the percent imperviousness
for existing conditions for the subcatchment 206 is 40.0%. The developed imperviousness for
subcatchment 206 is 60%. These percentages were used in the Stormwater Management Model
(SWMM) in the Old Town Master Drainage Basin Study. If the imperviousness of the site
exceeds 60% for previously developed conditions, detention will be required for the additional
impervious area exceeding the 60%.
The existing site consists of an older residential structure on approximately 8,190 square feet
(0.188 acres) of lot area. The office use will result in sitework improvements consisting of the
removal of an existing garage, the removal of a substantial amount of concrete in the rear of the
lot, and the installation of a new parking lot in the rear of the lot. The attached site plan
identifies all existing site improvements as well as all proposed site improvements.
The following summary of impervious areas allows a comparison of pre-developed, as well as
post-developed improvements.

Please note that the impervious area of the new project does not exceed the impervious area of
the current (historic) conditions . The impervious area has actually been reduced, Therefore,
detention will not be required. There will be little change in the storm water runoff amounts
leaving the site.
