Explanation Memo
221 E. Mountain Ave Project
June 28, 2021
BACKGROUND
This memo is to support the Certification of Lot Grading and provides detailed explanations for relevant items on
the certification. In addition, many locations on-site were redesigned by necessity or to improve upon the design
after the grading plan was approved by the City Stormwater department. The result of these changes does not
alter the general grading/drainage scheme and is in general conformance with the approved grading plan. In
most cases where items are checked “No,” the approved design plan did not meet the conditions of the item to
begin with, but they are not anticipated to negatively impact drainage conditions for neighboring properties.
Item No. 2
The as-built survey did not capture quarter points along each lot line, but it did capture several points along or
adjacent to the property lines, since the property lines generally run along or near the outside face of the new
building on all sides.
Item No. 3
Elevations are not all within 0.2 feet of tolerance from the approved grading plan. There were adjustments made
to the design and in the field that altered various site grading elements. Though these adjustments were made,
positive drainage away from the new building structure is provided and neighboring properties are not negatively
impacted.
Item No. 4
Top of foundation is not all 6” above the highest grade surrounding the structure. The structure is surrounded by
pavement that provides positive drainage away from structure.
Item No. 5
5% grade away from the structure within the first 5 to 10 feet adjacent to the building is not provided around the
entire building perimeter. The north and east sides of the building, along roadway frontages of Mountain Ave and
Mathews St respectively, are in very close proximity to the public right-of-way which serves as the ADA path for
the public. Because of this, slopes in these areas (first 5-10 feet adjacent to the building) could not be designed at
5% cross-slope and were designed to be 1%-2% cross-slope (away from the building). The structure is surrounded
by pavement that provides positive drainage away from structure.
Item No. 6
On-site slopes are not all between 2%-33%. See explanation for No. 5 above. Unpaved areas on-site that are not
within landscape planters are generally graded at slopes between 2%-33%.

Item No. 7
No swales are present or were included with the grading/drainage design of the site, therefore this item is not
applicable to the project.
Item No. 9
There is a vertical offset (step) in grade along the north lot line of the property (Lot 27, Block 131) to the south of
the 20’ public alley, which is south of the new building. This step is along the face of the curb and gutter of the
south edge of the alleyway, which was observed to have been constructed in general conformance with the
approved grading plan.

The site grading was observed to have been constructed in general conformance with the approved grading plan.
Additional Information
A portion of curb & gutter that was replaced with this project, at the north end of Mathews St., south of the
existing curb inlet, was found to be flat according to the as-built survey. This curb & gutter was reviewed on-site
with a City of Fort Collins Engineering Department’s Right-of-Way inspector; it was found to be acceptable to the
City and passed their final inspection. The City Stormwater Department thereby accepted the curb & gutter.
