This memo has been prepared to describe the existing conditions and the proposed
improvements related to the redevelopment of 1516 W. Oak Street.
The existing property of 1516 West Oak Street is approximately 9,503 sqft (0.22 acres) and is
located along the north side of Oak Street, directly north of City Park. A shared alley is located
along the north property line and single-family residences adjacent to the east and west sides.
The existing single-family residence is located within the south half of the lot and a detached
garage north of the residence. All existing improvements and structures are proposed to be
removed. The property is proposed to be redeveloped with a new single-family residence and
detached garage with access from the alley.
To evaluate the existing and proposed drainage conditions, the lot was broken down into two
drainage basins. The existing Basin H1 contains the southern portion of the lot and drains
northwest to southeast to Oak Street. Basin H1 is 2,555 sqft and is approximately 38.3%
impervious. The existing Basin H2 contains the northern portion of the lot and drains to a low
spot along on the east property line. Basin H2 is 6,948 sqft and is approximately 19.7%
impervious. In total, the existing (ot area is 9,503 sqft with an impervious area of 2,609 sqft,
approximately 24.7% impervious.
The proposed Basin D1 contains the southern portion of the lot and drains northwest to
southeast to Oak Street. Basin D1 is 3,575 sqft and is approximately 48.3% impervious. The
proposed Basin D2 contains the northern portion of the lot and drains southwest to northeast to
the alley. Basin D2 is 5,928 sqft and approximately 26.4% impervious. The proposed impervious
area is 3,507 sqft, approximately 34.7% impervious. The proposed improvements increase the
impervious area by 898 sqft. There is an approximate increase of 64 sqft of impervious area
within Basin D2.

The proposed improvements are anticipated to improve the existing drainage conditions with
the grading adjustments and installation of drain pans. The existing site is relatively flat, with
approximately 0.6% slope within Basin H1 and 2.0% slope within Basin H2. In addition to the
limited slope available, Basin H2 currently drains to a low point along the east property line. The
proposed improvements within Basin D1 includes a curb and gutter along the east property line
and a concrete pan along the west property line to convey runoff to Oak Street. Within proposed
Basin D2, the grading will be adjusted to drain to a curb and gutter aligned along the eastern
property line. The curb and gutter and a concrete pan will direct runoff away from the existing
low point and to the alley.
Based on review of aerial topography, the alley drains west to east to Sheldon Drive at
approximately 1.3% slope. Due to the limited increase of impervious area draining to the alley,
there should be no adverse impacts to downstream properties.
This drainage analysis has been completed to review the impacts of the described improvements.
The proposed drainage improvements provide protection to the new single-family residence and
detached garage and benefits the neighboring lot. Since the increase in impervious area is below
5,000 sqft, onsite stormwater detention is not required. Based on this analysis, the proposed
improvements do not adversely impact the existing drainage conditions and improve the
conveyance of drainage onsite.

Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive
precipitation from long-duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when
thoroughly wet. These consist mainly of deep, well drained to excessively
drained sands or gravelly sands. These soils have a high rate of water
transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well
drained soils that have moderately fine texture to moderately coarse texture.
These soils have a moderate rate of water transmission.
