Re: Site drainage observation at your residence at
727 Stover St, Fort Collins
Dear Sir or Madam:
On January 9, 2019 I observed the current site conditions
at the subject property. Crown Jade Design and Engineering
(CJDE) has been retained by Recycled Properties to provide a
drainage memo to the City of Fort Collins regarding the subject
property; subdivision 10177-FTC, Block 177; Lot description BEG
AT PT 50 FT N OF SE COR, TH W 190 FT, N 50 FT, E 190 FT, S 50 FT
TPOB; Building Permit Application No. B1915747; Parcel No.
9713119018.
Photos from the site visit can be referenced in attachment
A and a proposed grading plan, which matches the existing grading
with the addition of storm water subdrain intercepts, can be
referenced in attachment B. The current structure at the subject
property will be completely removed and a new structure will be
constructed. The new structure and proposed grading plan have been
designed by CJDE. It is our understanding that an approved
drainage plan is not on file at the City of Fort Collins as the
existing construction permit predates that requirement. The
improvements to the storm water drainage will allow storm water
to flow off the lot and not impact the adjacent properties to the
north, south and west. The new construction will maintain the
historic drainage of the lot as closely as possible, ensure
existing swales are maintained and add subdrain intercepts to
conform to the City of Fort Collin's requirements.
As shown in attachment A, the existing conditions of the lot
vary in directing storm water to the east via swales along the
north and south property lines. There are areas where the adjacent
property looks to be flat and no swale is defined. To ensure
proper drainage without affecting the adjacent property,
perforated PVC pipe intercepts will be added at these locations
on the north and south property lines (Attachment B). The

intercepts will discharge into a leach pit on the southeast corner
of the lot. If the leach pit fills during heavy rain events, water
will flow east onto the adjacent street (Stover St.). A backflow
preventor will be installed to ensure backflow does not happen in
the event the leach pit fills. These installations will be
constructed on the subject property and will not impact the
adjacent properties to the north and south.
The maximum slope west to east of the lot is lo which does
not meet the required 2o by the City of Fort Collins. The historic
elevation constraints of this lot limit the available drop of the
overall lot. Looking at the limited historical data, this has been
the maximum slope for the lot since the original approved building
permit. To change the lot elevations would require extensive
groundwork and the need to import large amounts of new soil. It
is our opinion that, given the historic data of the existing lot,
installation of the new subsurface intercept and maintenance of
the swales along the north and south property lines, the 10
difference of slope will not cause storm water to impact the
adjacent properties and the swales and subdrain intercepts will
properly direct storm water to the east without the need to
drastically change the existing lot.
