With the amended parking garage design, there are portions of the garage with what appears to be painted concrete, and also a taller façade along Cherry? This is isn’t consistent with the approved hearing plans. Please provide perspective views of the proposed changes so that I can discuss the design changes and the issue of consistency with the approved hearing plans. Response: Please see added sheets A18 and A19 showing additional 3D views of the garage from the surrounding area. which provides additional viewpoints of the garage from Mason St and Cherry St. The referenced wall is an interior concrete ramp wall that is can be seen in the aerial views, but not from grade. This wall is planned to be unfinished cast-in-place concrete. B. The garage panel design -- there was design variation discussed with the P&Z hearing condition of approval – unclear how this is addressed. Page 2 of 15 Response: Please see updated elevation views on A2 showing panels A and B as well as the panels that are omitted occasionally to create a break in the grid pattern. C. How are the surface parking spaces paved? There is a different hatch symbol shown but a material is not indicated. Response: The surface parking will be on a 5” concrete slab on grade. The hatch has been removed for clarity. D. Columns shown inside the new proposed parking garage design may be a compliance issue because they reduce the depth of the stalls. RESPONSE: Columns impact a total of 32 parking stalls and could be classified as compact in accordance with Fort Collins land use Code section 3.2.2 (L) (2) 40% 32/163= 20% and allowable ratios. Comment Number: 2 Comment Originated: 12/01/2020 12/01/2020: FOR APPROVAL -- Building plans: A. The comment response submitted for the interior access door doesn’t comply with the P&Z condition. Please add notes and callouts to the site plans indicating that interior common space access will be provided inside the commercial building to the interior door of the trash room. Please also draw the interior common access hallway design on the plans to clarify compliance with this standard. What is needed is a common area hallway shown inside the building. Response: Additional notation has been added to the plan to depict the interior access corridor which will have common access by tenants into the trash room. See Sheet A3 detail B1 for additional notes. B. The window redesign is not shown on the sheet A5 elevations for the Cherry Street elevations. Windows don’t line up and also the (assumed) PTAC units should be placed to be consistent with the College design. Response: See Elevations on Sheet A5 showing PTAC unit louvers will be painted to match surrounding material. C. Need more information with the plans for the PTAC units. Clarify with notes and callout how the PTAC units will be finished. They show up as black symbols, these are assumed to be PTAC units? Response: Please see updated elevation views with notes showing that the mechanical louvers are painted to match the surrounding cladding material. D. There is concern that the FC-2 color is too dark. We will review the paint samples and comment further. Staff isn’t comfortable with the design change and relocated bicycle parking in the parking garage. The previous location was more convenient and easily accessible from the entrance. Also, there is not enough room for ingress/egress into the bike parking area. RESPONSE: Bike racks have been relocated to be near the elevator and main entrance. B. Please update the land use table to reflect the condition of approval for the bicycle parking. RESPONSE: Note has been added to the Land Use Table. C. Please provide general FDP construction design details and general Page 3 of 15 specifications in the TB site plan/landscape plan set for all hardscape elements – all paving, benches, steps, planters, bicycle racks and walls. Response: Details have been added to sheet LS-6. D. Sidewalk areas along College don’t clarify general specs for colored concrete per the P&Z condition of approval. Please clarify with the plan view and details. Response: Notes have been added to the streetscape detail on sheet LS-4 clarifying the aforementioned items. E. Linework in the alley TB site plan is labelled as a roof overhang and utility Easement. RESPONSE: Labels have been updated. Please extend the foundation plant bed in the area along Cherry where the door had been located to the parking garage. Response: Bike racks have been added in this area. Therefore concrete is now shown. B. Two rock mulch sizes are listed in the legend for the same symbol. Please clarify and revise. Response: Mulch sizes have been revised and hatching added to the LS plan. C. Streetscape configuration options are shown. Please clarify which option is being constructed and remove the other options from the plans. If the other options are needed this could be addressed with amended plans. If a detail sheet is shown for the streetscape design, please tie the detail sheet to the design shown on the main site plan with detail references. Response: One option is now shown with details corresponding to the detail on sheet LS-4. D. Light pole locations appear to be shown on the TB site plan pages, but not on the lighting plan, and there is no information provided for the symbols. Response: Light poles have been added to the photometric, but are not included in the calculations as they are not on our property. E. Please include a hydrozone table. Response: Table has been added to sheet LS-2 F. Please remove the rock mulch edge that is proposed along the back of curb in the turf parkways. Response: rock edge has been removed. G. Please clarify the proposed mulch for all of the planting areas on the landscape sheets LS-1 and 2 and provide refence labels to details as necessary. Response: Hatching has been added and corresponds to the legend. H. Please include a section planting detail which shows how the finish grade of planting beds and turf parkways meet with the curb and sidewalk, with the top of the mulch contained within the planting area but also not too low to cause a trip hazard. Response: Details have been added to sheet L-6. I. Please indicate the proposed landscape design for the blank area west of the parking garage around the planter walls. Response: These areas are sand filters and cannot be landscaped. J. For the area west of the rail line, there is a native seed label but the extent of the seeding is not indicated. I'm concerned with the drainage across that corner into the pedestrian ramp adjacent to College Ave., the varying slopes and slope directions, the varying step heights, etc. in what will be a very busy pedestrian corner. I'm hoping we can come up with some ways to make it as safe and pedestrian -friendly as possible. RESPONSE: A top step height of 6” will be maintained throughout the stairs and the bottom step will taper and tie into upper step. There will be no taper from angle point to angle point. Planters will be placed on the tapered stairs to limit usage. Honeylocusts are overplanted in the City of Fort Collins. This site already has existing honeylocusts. In order to prevent against insects/diseases, no additional honeylocusts should be planted. Please substitute with another suitable species (ex: Kentucky coffeetree, shumard oaks, chinkapin oaks etc.). Response: Honey locusts have been replaced with Chinkapin Oaks 2. There seems to be only four London plane trees shown on the plan. The plant schedule lists five. Response: List has been updated 3. Gingko biloba ‘Princeton sentry’ have a mature canopy width between 20-30 feet. As proposed, the nine trees proposed along the railroad tracks are less than 8’ apart. Please provide additional space in between these trees to ensure they have enough room to grow into maturity. Response: Trees have been enlarged per to 12’ spacing as list in the plant manuals that we use. 4. There seems to be six goldspire gingkos shown on the plan. The plant schedule lists nine. Response: this has been updated 5. As it stands, gingkos exceed the minimum species diversity requirements. RESPONSE: This has been revised. At the very least, the interior critical root zones of these two trees should be protected. The goal of this comment is for the applicant team to begin thinking about construction access, location and placement of scaffolding, cranes etc. and work with city forestry to proactively determine tree protection strategies and make any necessary modifications. If any pruning of street trees is required, a site visit will need to be scheduled with the contracted licensed arborist and forestry. Forestry can provide a template of the construction access plan. An onsite meeting with Forestry will required prior to construction to further discuss tree protection and construction access. 9/20/2020: FOR FINAL Please provide a construction plan and work with city forestry to determine strategies to adequately protect trees throughout the construction process. Forestry wants to ensure that these trees are protected throughout the construction process, including when the foundation is set, during any crane work and for any scaffolding that may be installed. This will allow for a certain Gallon usage for the year. Any usage above this limit will trigger a large surcharge for any additional water usage that year. The allotments are: 2-inch meter - 2,577,480 gallons, 3 & 4-inch meters - Based on Use. Different uses would produce different allotments; restaurant vs. retail. If asbestos is present, then a state demo permit is required also. In addition, a clean out of the automotive repair shop sand trap with a vacuum truck, properly dismantle an underground hydraulic lift system and test surrounding soils for contamination, and properly remove suspected asbestos-containing materials. Response: Abatement of the underground lift and any aesbestos present is being handled by the landowner and is underway.
