HomeMy WebLinkAboutPARAGON POINT PUD PHASE THREE PRELIMINARY - 48 91E - CORRESPONDENCE - STAFF'S PROJECT COMMENTSCommu.,ty Planning and Environmental _rvices Planning Department City of Fort Collins December 22, 1992 Mr. Jim Sell Jim Sell Design 117 East Mountain Avenue Fort Collins, CO 80524 Dear Jim: The Planning Department has coordinated the interdepartmental review for Paragon Point, Phase Three, Preliminary P.U.D. The following comments are offered: 1. The Public Service Company will require that the open space area between the west lines of Lots 4, 51 61 7, and 15 and the east line of Lemay Avenue needs to be dedicated as "Utility Easement" on the final plat. The planting of trees in this area will need to be coordinated closely with PSCo as there will be a six inch diameter natural gas line in this area. Also, a minimum of four feet of horizontal clearance must be maintained between the trees and any gas lines. The developer is reminded that it will be necessary, in the future, to dedicate to the Public Service Company an exclusive 20' x 60' easement for a natural gas regulator station at or near the intersection of Trilby Road and Lemay Avenue. 3. On the final plat, Columbine CableVision will require that there be continuous utility easements dedicated so that there is a connection between Lots 44 and 58, 37 and 38, 29 and 30, 17 and 18, 19 and 50, 48 and 49, 8 and 9. 4. U S West has the following comments: Review of these plans should not be construed as a commitment that telephone facilities sufficient to serve this project are presently available. U S West will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. U S West would require an easement along the east side of Lot 17 and along the west and south side of the clubhouse lot. Additionally they would require a utility easement along the south side of Paragon Place, from Lemay Avenue east to the 381 North Culle-e Avenue • P.O. Boy DSO • Fort Collins. CO 80522-0580 • (301) 221-67;0 k� clubhouse lot. The open spaces should be described as utility easements. The existing 15, utility easement along Lemay Avenue should be shown on the plat. The developer is responsible for provision of all trench and street crossings for telephone facilities within the project and the developer pays up front construction costs for facilities within the development. Any relocation of the existing telephone facilities required by these plans will be paid for by the developer. 5. For those portions of the path network that is adjacent to rear lot lines, a utility easement will have to be dedicated on the final plat. 6. The City Forester has attached a list of preferred species for street trees within irrigated streetscapes. The species that are selected should be rated "3" or higher. Those rated "3" should be used on small quantities. 7. "Clover" and "Pheasant" are already used as street names. Please select other names that are not duplicates in the City or County. 8. It is suggested that the request for variance from the requirement that 65% of the lots be "solar oriented" be redone. First, the request, and the P.U.D. site plan, need to indicate how many lots, and percentage of the total, are oriented within 30 degrees of a true east -west line. Second, the request needs to address which of the three criteria is being used to justify the variance. Finally, Staff is concerned with the statement: "The Overall Development Plan and the Preliminary P.U.D. had already been submitted when the Solar Orientation Ordinance was enacted." It is our interpretation that the 20 acres in question were merely identified -as a tract-designated-for-"•Future-Sing-l-e Family". This tract did not lay out blocks and lots, and therefore, does not qualify as a "Preliminary" that would exempt it from having to seek a variance. The reference to fitting in within the existing street system appears valid, but, in its present form, the variance cannot be.accepted. 9. The cloverleaf intersection of the converging bike trails looks very complex and may create small areas of landscaping that are difficult to irrigate and maintain. Could this be simplified? Perhaps a rotary around a landscape feature would be simpler given the fact that this is a recreational trail and not a commuting trail. 10. There are three trail crossings of Paragon Place. These crossings should be equipped with ramps and crosswalks. Also, please check with the Transportation Department regarding the locations and numbers of the yellow caution signs that may be required to warn the motorist of three.trail crossings. 11. One of the paths intersects with Pheasant Drive just north of Lot 14. Is it your desire to provide a ramp out to the street or to create a "tee" intersection with the public sidewalk? A ramp out to the street may need caution signage. 12. Please indicate the street widths of Catalpa and Cattail 'Courts. 13. Is the reference to the "Future Trail System" for the City's Fossil Creek Trail? If so, then the width needs to be indicated to be a minimum of 10 feet. 14. The reference to a 20 foot wide trail easement may be insufficient for the City's Fossil Creek Trail. 15. At the time of Final P.U.D., a detail of -the design of the five foot high masonry block wall should be provided. 16. Comments from the Stormwater Utility are attached. 17. Lot•23 is configured differently on the plat and the site plan. Based on the configuration of this lot, dedication for the Fossil Creek Trail easement along this lot may be necessary. 18. The request for a variance to permit 28' wide streets must be prepared by a licensed professional engineer and submitted for staff review. The Poudre Fire Authority will endorse this variance if all homes have three -car garages. 19. At final, a soils report and pavement design must be submitted and plans need to include the design for interim and ultimate Lemay widening, from the golf course southern property line to the south property -line--of-t-he-prva-te-pa-r-k. Ther-e-a-r-e_some drainage facilities to be constructed along Lemay that will need to work in both the interim and ultimate designs. This concludes Staff comments at this time. In order to stay on schedule for the January 25, 1993 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions due Wednesday, January 6, 1992.
