The Fort Collins - Loveland Water District / South Fort Collins Sanitation District has a number of comments. Attached is a copy of their letter. 2. The Commission on Disabilities is concerned about the locations of the handicapped ramps, as shown, adjacent to the tennis courts. These access ramps must not empty into the parking spaces. There is potential for them to be blocked by vehicles in these locations. The ramps should be located between parking spaces with marked. passageways or at the ends of islands, such as the one at the northeast end of the parking lot. Is there to be a restroom and/or drinking fountain in the neighborhood park? If so, they must have handicapped access. A ramp should be provided at all entrances to the concrete trail, such as the connection adjacent to Lot 58. Have you determined what the grades will be throughout the trail system? 3. U.S. West and Columbine Cable TV both require rear lot utility easements on Lots 59 - 62. Columbine Cable would like a 2" conduit be placed under the necessary street crossings. Also, the homes should be wired for cable TV in a home run system with the cable meeting Columbine Cable's standards. 4. The naturalized areas referred to in Plant Note 7 should be more clearly defined. What are the limits of these areas within this phase? 281 North College Avenue • P.O. Public Service Company will require and exclusive 20' x 60' easement for a natural gas regulator station somewhere near the intersection of South Lemay Avenue and Trilby Road. The developer needs to contact Gary Huett with Public'Service Company to formalize this requirement. This easement must be shown on the subdivision plat. Also, the planting of street trees in or near front lot utility easements must be coordinated closely with PSC to assure that no trees are planted closer than 4' to any natural gas line. 6. Poudre Fire Authority has stated that the Paragon Drive - Paragon Place - Paragon Court street names will create confusion in the event of necessary emergency response. Please reconsider these street names so as to give better differentiation. The temporary gravel access roads must be completed prior. to building construction, or; any building over 660' from an improved access must be sprinkled. 7: Plant Note 11 would require all landscaping to be installed or secured by bond prior to issuance of a certificate of occupancy on any home, including the very first home. Is this the intent? 8. A meeting with the Parks & Recreation staff should be arranged to discuss materials, methods, and design standards for the park site. A master plan for the park, at a scale of 1' = 301, should be submitted to Parks & Recreation for review by staff and approval by the Parks & Recreation Board. The P & R Board approval is scheduled for the February 26th meeting. If the City takes over the park the berms in the open space area would be eliminated or reduced in number. Parks & recreation will not take over the 9.62 acre park/open space if it is required to stay in its natural condition. 9. Street trees should be added along the north and south sides of Paragon Drive. 10. Note 3--on the Subdivision Plat refers toa a —conservation ----- easement along the rear of Lots 23 - 28, as shown on the Final Site & Landscape Plan. This conservation easement must be shown on the Subdivision Plat, sheet 3 of 5, as well. 11. In respect to Note 4, can the open space tracts and Lot 4 be used inclusively as utility easements? If not, then utility easements will be necessary within them. 12. Chord bearings and distances must be shown for all curves. 13. City Transportation Division has reviewed the documents and the traffic study and does not have any concerns. 14. A copy of the Stormwater Utility comments is attached. 15. It is unclear as to when the pedestrian connections between the residential areas and the parks are to be provided. A note should be added to the Site & Landscape Plan identifying the schedule of improvements. What is to happen at the stubbed end of Paragon Drive? Will this be barricaded in some way? 16. There is a perimeter ditch along the north side of Lots 33 - 44 that requires a drainage easement. Please contact Glen Schlueter at 221-6589 to get the specifics on this easement. 1 No calculations have been provided for the stormwater sheet flows that occur at the west end of Cactus Court. 1 A channel stability.study for Fossil Creek, from the Trilby Road .crossing upstream to the Lemay Avenue crossing,- is being requested at this time. 19. An enlargement of the entries to Paragon Point PUD, Phase 1 should be submitted for review. This would include the landscape and wall treatment, and a detail of the proposed signage. 20. The line weight on the temporary gravel roads, Paragon Place and Southridge Greens Boulevard, should be increased to make them more visible on the Site & Landscape Plan. 21. The note at the north and south end of Southridge Greens Boulevard through Phase 1 does not appear to allow construction, traffic to access from either end. Should the south note be modified to address this concern? This completes staff's comments at this time. Additional comments from City departments and outside agencies may be forthcoming as they continue to review the plans. To stay on schedule for the February 24, 1992 Planning and Zoning Board hearing .you should be aware of the following deadlines: Plan---revisions.--are--due February 5, 1992 by 12:00--noon.—Please= contact me for the number of copies of each document required. PMT1s, renderings, and 10 copies of the second round of revisions (for the Planning and Zoning Board members packets) are due February 18, 1992. I Final documents are due February 20, 1992 by 12:00 noon. This includes all signed mylars, the development agreement, and landscape covenants.
