This letter follows up on our phone conversation this morning and
our meeting yesterday afternoon. My intent is to summarize the
discussions so that we all retain a common understanding of the
direction being taken .on the Habitat Management Plan (HMP) for the
Paragon Point P.U.D.
Clarification of 2/27/92 Meeting
Yesterday, I provided a summary of the 2/27 meeting. This morning
you noted that the discussion of item 7 on page 2 regarding prairie
dog control needed clarification. My summary said that prairie dog
management would "probably" be needed on site and that eradication
would "likely" be needed on the northern part of the site and on
the ridge. You said that prairie dog control will definitely be
needed in these areas, but prairie dogs would be left on the
southern part of the site, at least on an experimental basis. Your
clarification is correct.
Review by CDOW and Other Interested Groups
--- -- We_ talked. _at_ some length yesterday about the best approach for
obtaining comments on your draft HMP from the CDOW, Audubon -,--and
other wildife groups. This morning you said that it is Mr.
Collins' preference to present the HMP to City staff and encourage
us to obtain comments from others as we feel necessary.
We will do,that, with the following understanding. We will seek
the input of the CDOW, Audubon, and other groups (as appropriate)
in order to obtain their comments and suggestions prior to the
Planning and Zoning Board meeting. I believe this is important, to
improve communication about the project and to obtain the views of
groups with specific expertise and/or interest in the wildlife
issues. When we seek this input, I will invite you and Byron to
attend the meetings and I will encourage you to present the plan.
As its author, you will be in the best position to present it to
interested parties.

Meeting on 3/2/92
We met for a second time on 3/2/92 to discuss the direction of the
HMP. The meeting occurred from 3:30 to 5:00 p.m. in the office of
Jim Sell Design, 117 E. Mountain Ave. Present were: Jim Sell,
Linda Ripley, Byron Collins, Tom Shoemaker, and Karen Manci.
Major items of discussion were as follows:
1. We discussed the timing of City comments. on preliminary.
direction. I agreed to provide written comments to you by 5:00
p.m. on 3/3/92. The comments will address the concepts discussed
to date, information requests, and any other items City staff
believe need to be addressed in the plan.
2. We reviewed the approach so far. City staff agreed the
approach was appropriate and reiterated the preliminary concerns
expressed on 2/27/92.and summarized in my letter of 3/2/92.
3. You presented a proposed format for the HMP, including a map
and two tables which compare existing conditions onsite to proposed
future conditions. We agreed that the format was appropriate and
would be supported by explanatory text. We said that the plan did
not need to have extensive text, but does need.to clearly identify
the proposed management objectives and techniques for the various
portions of the site. We stressed that it must address the issues
related to raptor use of the site and should also address other
wildlife species, vegetative communities, and other resource
concerns, such as erosion control.
4. We talked at some length about the difficulty of maintaining
prairie dog populations on site at the same time that vegetative
restoration efforts were underway. We agreed this poses some real
challenges, but could probably be handled by phasing the
restoration efforts along with the various development phases.
5. We discussed the need to evaluate the plan, particularly the
prairie dog management efforts, to determine if it is working. We
agreed that reevaluation and reassessment needs to occur and talked
about several options for objectively evaluating progress. No
final agreement was reached, although there was general concurrence.

6. We discussed options for communicating the plan to the CDOW,
Audubon, and other groups who have expressed an interest. There
was agreement that it would be appropriate to seek review by the
CDOW and that you would work with the agency on Byron's behalf.
You and Byron wanted to discuss the idea of presenting the plan to
other parties. Byron said he was very concerned that the project
not be delayed further.
As noted above, you and Byron agreed this morning that you would
prefer that 2 seek reviews by others as 2 feel necessary to
evaluate the proposed plan.
Please let me know if you have any questions about this summary or
if there are any points requiring clarification.
