Box 1190 Fort Collins, CO. 80522 RE: Poudre School District Bus Terminal 02-9-91 Dear Mr. Legg: The City of Fort Collins has had the opportunity to review the above referenced proposal and offers the following comments: The project narrative submitted by Poudre School District indicates that the traffic signal at College Avenue and Skyway Drive will be modified to accommodate the anticipated bus traffic. Please be aware that, to our knowledge, the only modification planned for the traffic signal is to add a controller in 1993. The modification to the signal will allow the City to control the signal from our master computer system. The City is not aware of any other planned modifications to the traffic signal. The new controller will not affect the cycle length or access to Skyway. If Poudre School District is unaware of the slight nature of the signal modification, please have them contact the City Transportation Division at 221-6608. The contact person is Eric Bracke. 2. The City Transportation Department is of the opinion that an eastbound left turn lane on Skyway needs to constructed in conjunction with the Bus Terminal. Such a turn lane may require additional width and increased turning radius for the west leg of -the intersection. 3. The pavement on Skyway appears to be substandard and is in need of repair. Construction activity and the additional bus traffic will accelerate the deterioration of the pavement. It is suggested that Skyway Drive be reconstructed to support the loading associated with bus traffic. The current street pavement is falling apart. 4. It is suggested that the proposed gravel drive and parking areas be upgraded to hard surface. On wet days, buses will carry the dirt and gravel onto the street system. On dry days, increased dust and particulates will be emitted into the air. 5. It is strongly recommended that native grasses, shrubs, and trees be selected for the landscaped areas. In particular, the stormwater detention pond should be in native, drought -tolerant grass. Plant materials should be selected based on low water consumption. 281 North College Avenue - P.O.
