The following outlines the current and proposed conditions and the reason for the requested variance. Identify Issue: Per LCUASS standards within Fort Collins city limits, the minimum spacing between access points/driveways is 660 feet (refer to attached Table 7-3 for highlighted standard). The existing driveway access to the subject property is currently located approximately 310-feet south of West Prospect Road, approximately 165-feet south of the access to the Schraders Gas Station and approximately 420-feet north of the Choice Center Drive access (refer to attached aerial exhibit for driveway locations and distances). Currently, existing conditions do not meet the referenced spacing standard and the subject property along College is not long enough to be able to locate a driveway to meet the 650-foot minimum spacing under proposed conditions and is also not possible to achieve this spacing from Choice Center Drive. Alternative Design: This project proposes to relocate the existing driveway access to the subject property approximately 165-feet further to the south to accommodate the proposed hotel building footprint. This is as far south as this driveway can be located within the property. The access will be within CDOT right-of-way and will be designed per CDOT standards. Comparing to Standards: The existing condition does not meet the standard currently so this variance would not propose bringing a currently complying condition out of compliance. The proposed driveway would be moved further away from the busy Prospect and College intersection which would create a greater distance than the current condition (from 310-feet to 475-feet from Prospect) and would therefore be in closer compliance to the standard. We believe this would also create a safer condition. Prospect and College Hotel, PDP190014 June 17, 2020 Page 2 The proposed relocation of the existing access will have negligible impacts to maintenance and/or cost when compared to the existing condition. Based on the above information, it is our opinion that relocating the existing driveway further south will create a condition that is more in compliance with the spacing standard, creates a safer condition as it would be further away from West Prospect Road and will have negligible cost and/or maintenance impacts when compared to the existing driveway access location and condition.
