Surveyors June 1, 1987 Mr. & Mrs. Chuck Hoffman Skyline Mobile Park 2211 West Mulberry Street Fort Collins, Colorado 80521 Dear Mr. & Mrs. Hoffman: Please find enclosed a copy of the drainage and detention plan for Ponderosa Park P.U.D. that is being amended by Mr. John Martin. As you know, Ponderosa Park P.U.D. lies above your property and the storm drainage outlet from it must flow Easterly. The original utility plan that was approved by the City of Fort Collins May 30, 1979 had outlets from the three small detention ponds that flowed Easterly onto the property lying East of the P.U.D. The grading plan for your expansion of Skyline Mobile Park was approved by the City of Fort Collins June 3, 1983, however it did not take.into account the offsite drainage from the West. Our plan shows the design of an outlet from the middle and North detention ponds that would discharge onto your Street "A" with a small head wall and outlet pipe near the Northeast and Southeast corners of your P.U.D. We have enlarged the ponds to detain more water than was approved in 1979 and have reduced the release rate below the historic runoff. The City of Fort Collins requires that the 100 year storm be detained and released at the two year historic frequency storm rate. We have enlarged the ponds and reduced the outlet rate more than required so as not to adversely affect your P.U.D. The two eight inch outlet pipes will have restriction plates that limit the outflow from the ponds. The City of Fort Collins would like Mr. Martin to acquire your approval of the plan and to obtain permission to construct the end of the outlet pipes on the West side of Street "A". Collins, CO 80522 3031481M331 PROPOSAL FQp-ORM DRAINAGE ACCESS TO SKYLINE W LE PARK II, INC. _Hl PONDEROSA PARK P. U. D. PHASES III AND IV 1) An easement for 165 lineal feet of 10 inch P.V.C. pipe running from the Ponderosa Park P.U.D. Development to the existing pump basin in Skyline Mobile Park II, Inc. will be provided by Skyline Mobile Park II, Inc. This easement must be properly surveyed and recorded at the expense of Ponderosa Park P.U.D. 2) Ponderosa Park P.U.D. will pay a one time fee of $600.00 to Skyline Mobile Park II, Inc. Thies fee will help defer the costs of pump electricity and maintenance. The fee is expressly for the hook up of Detention Ponds #1 and #2 and does not include the hook up of Pond #3 or any additional load on the system. 3) All designs and installations must have the written approval of Skyline Mobile Park II, Inc. 4) No work will be performed on Skyline Mobile Park I.I, Inc.'s property without yyj obtaining proper;- .insurance and contractor payment guarantees so as to hold Skyline Mobile Park II, Inc. harmless of any liabilities incurred during installation. 5) All inlets to the storm sewer system will include some type of screening so as to preclude the passage of anything larger than 3/4 inch. square. 6) All pipeline maintenance remains the responsibility of Ponderosa Park P.U.D, and/or it's Homeowner's Association and must be handled in a timely manner, so as not to hinder the drainage of the South end of Skyline Mobile Park II, Inc. Ponderosa Park P:U.D. and it's Homeowner's Association will assume liability for any damages incurred due to improper maintenance of the pipeline or the inlet screens. Should it become necessary for Skyline Mobile Park II, Inc-. to perform any pipeline maintenance, Ponderosa Park P.U.D. and/or it's Homeowner's Association will be responsible for all costs incurred, including collection and attorney's fees.
