This memorandum provides a methodology of determining the relative impact the Powerhouse 2 development has on the Vine/Jerome intersection. The need for the Level 2 Treatment Options is based on the current vehicle and pedestrian traffic at the Vine/Jerome intersection. The Powerhouse 2 development should be only responsible for the impact they have to the Vine/Jerome intersection. To determine the impact of the Powerhouse 2 development, pedestrian/bicycle trips and vehicles trips were compared. There were 29 existing pedestrians in the peak hour in the pedestrian evaluation analysis in the Powerhouse 2 TIS. Using the pedestrian, bicycle, and transit trip rates contained in Trip Generation, 11th Edition, ITE, yielded 14 morning peak hour and 19 afternoon peak hour multi-model trip ends. Based on the site plan shown in Figure 1, it is likely that most pedestrian/ bicycle traffic to/from the Powerhouse 2 development would use the Vine/College intersection since the building is proposed in the northeast quadrant of that intersection. Pedestrian/bicycle trips to/from the Powerhouse 2 building would be related to the existing Powerhouse facility and attractions in the Fort Collins central business district. It was assumed that the pedestrian/ bicycle trips using the Vine/Jerome intersection would be similar to the vehicle trips (~16 percent) or 3 afternoon peak hour multi-model trip ends. This is an increase of 9.1 percent (3/33 [29+3]) over the existing pedestrians using the Vine/Jerome intersection to cross Vine Drive. Another option to determine the impact of the Powerhouse 2 development on Vine/ Jerome intersection is base it on the vehicle impact on the intersection. The site generated traffic was compared to the short range (2025) total traffic at the Vine/Jerome intersection. The site generated is 7.1 percent of the total peak hour traffic in both the morning (33/466) and afternoon (36/508) peak hours at the Vine/Jerome intersection. The relative impact of the Powerhouse 2 development on the Vine/Jerome intersection is 9 percent based on pedestrian/bicycle traffic and 7 percent based on vehicle traffic. This provides a basis of discussion of how much cost the Powerhouse 2 development should be responsible for the pedestrian improvements.
